An oily staining of the soil was observed within the on-Site garages/workshops <br /> located on the northeastern portion of the1301 W. Joan Avenue property. The staining does not <br /> appear to be major and no specific area was identified that appeared to be used for dumpier. <br /> 4.0 HISTORICAL INFORMATION OF THE SITE AND ADJOINING PROPERTIES. <br /> The history of land-use on and near the Site was determined from interviews, review of historic <br /> aerial photographs and topographic and Sanborn maps, building permits, and historic city <br /> directories. <br /> 4.1 Aerial Photograph Review <br /> Available historical aerial photographs ofthe Site and vicinity for the years 1937, 1952, 1974, 1981, <br /> 1987,and 1996 were reviewed for indications of past use and/or activities which may have involved <br /> the manufacture, generation, use, storage, and/or disposal of hazardous materials. The aerial <br /> photographs were reviewed at the San Joaquin County Engineering and Planning Department on <br /> Wednesday,March 17, 2004. <br /> • The 1937 aerial photograph depicts the Site and adjoiningproperties as agriculturally <br /> developed. <br /> • The 1952, 1974, 1981, 1987, and 1996 aerial photographs depict the Site as <br /> residentially developed with what appears to be the same residential structures <br /> observed at 1301 W. Joan Avenue during the Site reconnaissance. Adjacent <br /> properties to the west and south are residentially developed by 1952, and properties <br /> beyond Hammer Lane to the north are residentially developed in the 1974 photograph <br /> as is the church to the east of the Site. <br /> .. 4.2 Sanborn Fire Insurance Map Review <br /> Twining reviewed Sanborn Fire Insurance Maps online at htip:Hsanbom.umi.com,sponsored by Bell <br /> & Howell UMI. Sanborn Maps can provide historical information regarding a site. Available <br /> Sanborn Fire Insurance Maps drawn for the city of Stockton do not cover the area of the Site. <br /> 4.3 Historical City Directory Review <br /> City directories published by R.L.Polk Company(Polk)were reviewed at the San Joaquin County <br /> ` Library, located in Stockton, California. City directories can provide information concerning past <br /> and current occupancy of the Site. The city directories reviewed indicated the property at 1301 W. <br /> Joan Avenue was occupied with a residence as early as 1950 and continuing to the present. The <br />
