Information from the Sacramento County Assessor's Office indicates that the property is
presently owned by Joe and Maria Rios. Mr. Rios has indicated that he has owned the subject
property for the last six years; prior to this the property was owned by Mr. Richard Ryder. The
cited sources indicated that the property has never been significantly developed, with the exception
of the northeasterly rural residence. Mr. Rider indicated that the dilapidated barn was constructed
on the property more than 100 years ago. Reportedly, the residence was transported onto the
property sometime prior to the 1950's by Mrs. Nadine Thomas. We understand that the property
was used primarily to raise cattle and that, aside from oat hay, no other crops were grown on the
subject property. Mr. Ryder and Mr. Rios have indicated that no significant amounts of pesticides
or herbicides were ever applied to the subject site.
Historical Aerial Photography and USGS Quadrangles
Readily available historical aerial photography dating back to 1957 has been reviewed to evaluate
whether past usage of either the subject property or general vicinity is environmentally noteworthy.
The aerial photographs dated 1957, 1987, and 1994 and USGS quadrangles dated 1953, 1968, and
1993 generally confirm that the subject property has never been significantly developed with the
exception of a small rural farm residence on the northeasterly corner of the property. The
photographs also revealed that an area drainage tributary flows across the north-central portion of
the property. The 1987 and 1994 aerial photographs reveal that the drainage ditch was improved
(channeled) across the property; surface water within the ditch is diverted to a seasonal pond on
central portion of the property and toward a relatively large perennial pond located just off-site to
the west.
PAST ADJACENT SITE USAGE
The subject property is located within a historical agricultural and rural residential area
southeasterly of the City of Lodi in San Joaquin County, California. Both historical aerial
photography and USGS quadrangles, as well as communications with a past property owner and
longtime area resident, indicate that adjacent and nearby properties have supported agricultural
uses included dry farming and raising livestock for more than 50 years. Mr. Ryder has indicated
that the easterly and southerly adjacent parcels were planted with vineyards less than five years
ago. Our assessment has identified no obvious environmental concerns or conditions with respect
to past adjacent land use.
RECORDS REVIEW
GENERAL
Our effort to determine if there are any significant nearby environmental threats has included a
drive-by survey of the surrounding area as well as a review of environmental agency database
listings for the subject site vicinity supplemented by our research of local government agency
