d) The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of building permit application for each phase of the project. The fee will <br /> be based on the current schedule at the time of payment. (Resolution R-06-38) <br /> e) A copy of the Final Site Plan shall be submitted prior to release of building permit for each phase <br /> of the project. <br /> fj Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects for each phase of the <br /> project. Final Site Plan is required upon submittal of verification. <br /> g) Applicant shall file all Permit Registration Documents (PRDs)with the State Water Resources <br /> Control Board (SWRCB)to state the intent to comply with the State"General Permit for Storm <br /> Water Discharges Associated with Construction Activity".The Waste Discharge Identification <br /> Number(WDID)issued by SWRCB, shall be submitted to Public Works for file. Additionally, if <br /> construction has not been completed by September of 2012, Low Impact Development(LID) <br /> practices and principles shall be followed under the General Construction Permit(GCP). Best Management Practices (BMP)guidelines for stonnwater devices, ponds and <br /> wetlands are available. <br /> All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23)that are in force at the <br /> time of permit issuance. As an example, these requirements may include raising the finish floor <br /> elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto,209-468-3443) <br /> a) Submit to the Environmental Health Department revised site plans showing the maximum number <br /> of persons the Phase 11 sewage disposal system is being designed for. In addition,show on <br /> revised plans that the leach field area will be barricaded so it cannot be driven over,parked on, or <br /> used as a storage area. This leach field area must be used for that specific purpose only, and it <br /> cannot contain any underground utility lines (San Joaquin County Development Title, Section 9- <br /> 1110.4(c)(5)). <br /> In addition,the revised site plan shall incorporate the 100%designed sewage disposal <br /> replacement area. <br /> b) Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development(San Joaquin County <br /> Development Title, Section 9-1110.3 & 9-1110.4). <br /> c) Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the <br /> number of service connections exceed four, a yearly permit to operate a public water system will <br /> be required by the Environmental Health Department(San Joaquin County Development Title, <br /> Section 9-1120.2 and 9-1115.9.). <br /> Conditions of Approval -4- <br />
