Ozone precursors, PM10 emissions,and toxic air contaminants are <br /> emphasized in the review of applications for an Authority to ConstrucvPermit to <br /> Operate. Federal and state air quality regulations also require regions designated <br /> as nonattainment to prepare plans that either demonstrate how the region will <br /> attain the standard or that demonstrate reasonable improvement in air quality <br /> conditions.As noted,the SJVAPCD is responsible for developing attainment <br /> plans for the SJVAB for inclusion in California's SIP. <br /> The SJVAPCD's primary means of implementing air quality plans is by adopting <br /> and enforcing rules and regulations.
