The traffic impacts on 1-205 could potentially be <br /> mitigated with regional improvements, but the impacts on 1-580 west of I- <br /> 205 north of 1-205 would be unavoidable. <br /> 3) Intersection improvements at Mountain House Parkway and Grant Line <br /> Road would be required to accommodate project traffic. <br /> 4) Improvements would be needed at several County and other roads, <br /> including portions of Grant Line Road, Mountain House Parkway, Byron <br /> Road,Altamont Pass Road, Eleventh Street, SR 4,and Tracy Boulevard <br /> leading to SR 4. <br /> 5) Adequately sized internal roadways would be required to accommodate a <br /> substantial amount of internal traffic. <br /> 6) The Master Plan project would generate a significant demand for parking. <br /> However, adequate parking supply would be provided based on the <br /> - parking ordinance. <br /> _ 7) The Master Plan project would increase the demand for bicycle travel <br /> within the project site as well as between the site and adjacent developed <br /> areas. <br /> 8) The project would increase the number of vehicles crossing the existing <br /> Southern Pacific railroad tracks that run through the site.4 <br /> Findings Related to Significant Impacts Identified in <br /> 1994 MEIR <br /> The following mitigation measures were adopted to mitigate the above impacts. <br /> However,the 1994 MEIR concluded that the level of service for regional <br /> roadways, including certain locations at 1-205 and 1-580,would remain <br /> k unacceptable, resulting in a significant and unavoidable impact. <br /> Mitioation Measure M4.12-1: This measure addressed the need for 1)a <br /> Transportation Systems Management(TSM) program, 2)a Transportation <br /> Management Association (TMA), 3) local transit service,4) increased <br /> proximity of residential and commercial uses as a Master Plan policy, 5) <br /> flexible work programs/hours to reduce peak hour travel, G)Transit Oriented <br /> _t Development(TOD)guidelines for neighborhood centers as Master Plan <br /> IIh policy, 7)community contributions to an Altamont Station study and <br /> development for rail use,8)an annual Transportation Monitoring Program to <br /> allow revisions to transportation mitigation measures, and 9) a new <br /> implementation measure for the Master Plan addressing need for a <br /> telecommuting center within Mountain House. <br /> The findings for the 1994 MEIR did not address this specific mitigation <br /> _ measure. The Master Plan does address 1)a monitoring program,2) <br /> contributions to the Altamont Station, 3) promotion of telecommuting, and 4) <br /> F1�'j a Transportation Demand Management(TDM)program. A TDM program <br /> was prepared for Mountain House in 1997.
