d. The operating practices utilized shall minimize noise, vibration, dust, and unsightliness. e. Plant operations shall not be carried on during the hours from nine (9) p.m. through five (5) a.m., except during periods of declared nation, state, or county emergency. Said hours shall be based on either Pacific Standard Time or Pacific Daylight Time, whichever is legally in effect. The hours of operation may be modified by the review authority based upon the plant's potential effect on surrounding land uses. f. The excavation permit shall remain in effect as long as the excavation continues in compliance with the approved permit. If operations cease for a period of eighteen (18) months or more, the excavation permit shall terminate except for any requirements to rehabilitate the site. o. The applicant shall pay the current annual fee to the County of San Joaquin to cover the cost of periodic inspection of the excavation to assure compliance with the provisions of the permit. The cost of the inspection shall be set by the Board of Supervisors. Routine semi-annual inspections shall be conducted by the Department of Public Works and other agencies deemed necessary by the Zoning Administrator to provide a complete review.
