million tons with annual production expected to range from about 1.5 million to 2 million
tons. Mining will be conducted in two phases with excavation beginning in the
northwest area of Phase I. Excavated material will be transported to the vested Tracy
Rock plant by scrapers across MacArthur Drive. Excavation activities will typically
occur from 6:00 am to 6:30 pm Monday through Saturday, and could occur from 6:00
am to 10:30 pm during times of peak demand.
Topsoil Management
Overburden will be removed as mining progresses within each phase. The overburden
removed will be placed as a berm around the edge of the excavation, be placed as a
part of reclamation, or will be stockpiled (see mining plan for location of stockpiles).
When distinct soil horizons are present, topsoil will be segregated by defined A, B, and
C soil horizons. During reclamation the soil will be placed with the A atop the B, the B
atop the C, and the C atop graded overburden. Topsoil stockpiles that will not be
utilized within one mining season will be planted with a vegetative cover or will be
protected by other equally effective measures to prevent water and wind erosion. At
the conclusion of mining, all overburden and topsoil will be replaced to prepare the site
for agricultural production.
The recommendations provided by Dellavalle Laboratory, Inc. for soil management will
be followed.
Slopes
A geotechnical analysis completed by Kleinfelder, Inc. concluded that mining slopes will
be stable at 1 '/z :1. Slopes will be reclaimed to 2:1 or flatter. Any temporary mining
slopes exceeding 50' in height will require a 12' wide terrace cut to be placed in the
slope wall. The reclaimed floor will be an average of 28' below original grade;
therefore, no benches will exist upon reclamation.
Water Requirements
Aggregate material will not be processed at the project site, thereby eliminating the
need for water. However, water trucks will be utilized at the site for dust control
measures and to water the newly planted vegetation.
6
