Air Resources <br /> Contact with the San Joaquin County Air Pollution Control District indicated that no <br /> additional permits or restrictions would be required of the proposed project if approved. <br /> Aesthetics <br /> The project site is surrounded by general industrial, agricultural and mining uses as <br /> addressed in the environmental setting. In order to provide adequate screening from <br /> adjacent properties and roadways, the orchard trees existing within the proposed <br /> setbacks will remain in place wherever practicable. To fill in this natural buffer, <br /> additional plantings of redbud, baccharis, and oleander bushes will occur within the first <br /> two years of operation. These plant species were chosen as they blend in with the <br /> surrounding area, they do not require sustained irrigation, and they are fast growing. <br /> They will be watered using a water truck during the first years after planting to aid their <br /> establishment, but will not be maintained on a drip irrigation system. The goal is to <br /> have a natural scenic buffer around the perimeter of the property. <br /> Description of Proposed Mining Operation <br /> Included with this application are mining and reclamation plans depicting the proposed <br /> operation. The project site is comprised of 156.90 acres, of which approximately 147 <br /> are proposed for open pit mining of sand and gravel in two phases. Mining will <br /> commence as soon as all approvals are obtained and conditions have been satisfied, <br /> estimated to be early 1997. The depth of the material ranges from 31 to 62 feet below <br /> original grade with an average depth of 48 feet. Groundwater is estimated at 88 feet <br /> and will not be intercepted. <br /> The material will be harvested using three to four scrapers. Setbacks will be <br /> established at 75' along MacArthur Drive, 25' from the BCID easements on the north <br /> and south, and 25' along the east boundary except the northeast corner where a <br /> setback of 200' was established. Fencing four feet in height consisting of not less than <br /> three strands of barbed wire will be placed around the excavation area for safety <br /> purposes. Mining activities could occur for up to six years depending on market <br /> conditions and the opening of Vernalis. The volume of aggregate is estimated at 9 <br /> 5 <br />
