Introduction <br /> Teichert Aggregates, as project applicant, is requesting approval of a conditional use <br /> permit to conduct mining and reclamation activities on a 156.9 acre parcel known as the <br /> Traina property. Teichert is proposing to excavate sand and gravel from reserves <br /> adjacent to its existing processing plant and mining operations in order to meet the <br /> demand of the markets that it serves. Further mining adjacent to the Tracy Rock plant <br /> represents an interim action to supply customers while Teichert's Vernalis plant is <br /> assembled and certified operational. <br /> Until Vernalis is operational, Teichert Aggregates must continue to mine its reserve <br /> holdings in Tracy. To that end, Teichert requests entitlements to mine the Traina <br /> property, which is immediately south of the Rose property where the company is <br /> currently mining. The materials will continue to be conveyed to the plant via scrapers <br /> crossing MacArthur Drive. A relocation of the crossing point approximately 900 feet to <br /> the south is sought. Status quo prevails at Teichert's Tracy Rock plant; only the source <br /> of aggregate feed to the facility changes with the entitlements requested. Economic <br /> benefits to the County include payment of property taxes, sales tax revenues and San <br /> Joaquin County vendor purchases; the mining project also allows for the continued <br /> employment of current employees and enables Teichert to supply regional aggregate <br /> demand. <br /> Since Teichert seeks to mine a parcel contiguous to our existing mining and processing <br /> operations, we are hopeful that a negative declaration per CEQA is appropriate. To <br /> that goal, please find attached several site specific environmental studies for soil, noise, <br /> biological, traffic and geotechnical analyses. <br /> Acknowledgment <br /> Teichert's reclamation and mining application is based on numerous studies and <br /> reports that relied on site-specific characteristics of the property involved and the <br /> surrounding area. More specifically, Teichert's consultant team included Brown-Buntin <br /> Associates; Jones & Stokes Associates; Dellavalle Laboratory, Inc., Kleinfelder; Fehr <br /> and Peers; and Sierra Engineering. As the attached exhibits and consultant reports <br /> indicate, specific criteria have been developed to meet the performance standards set <br /> 2 <br />
