r <br /> The Community Development Department has reviewed the project and offers the <br /> following comments: <br /> Background <br /> The site was historically a gravel mining operation from 1971 through 1975 and was <br /> excavated to 30-40 feet deep below MacArthur Drive. The site was reclaimed in 1986 <br /> and a Material Recovery Facility and Transfer Station was proposed for the site. Use <br /> Permit application (UP-93-0004) was applied for the proposed facility and an <br /> Environmental Impact Report (ER-93-0001) was prepared to evaluate the underlying <br /> impacts of the project. Use Permit application (UP-93-0004)was approved and <br /> Environmental Impact Report (ER-93-0001) was certified by the Planning Commission <br /> on December 16, 1993. Site Approval application (SA-96-0038) for a tomato waste and <br /> tomato mud spreading operation was approved by the Community Development <br /> Department on September 4, 1996. All permitted and approved uses take place within <br /> the previously excavated area. <br /> The surrounding land uses include gravel mining operations and agriculture lands. <br /> Gravel mining operations are located to the north and west of the project site. Corral <br /> Hollow Creek is also north of the project site and the Banta-Carbona Irrigation District <br /> canal runs along the western boundary of the site. The property to the south of the site is <br /> vacant agricultural land. Directly to the east across MacArthur Drive are agricultural row <br /> crops. <br /> Parking & Surfacing <br /> Development Title Table 9-1015.3(b) states the Use Type Major Impact Services <br /> requires (two) 2 parking spaces per 1,000 square feet of building, as a result, a minimum <br /> of 234 parking spaces would be required and seven (7) accessible spaces, one of which <br /> shall be van accessible. The applicant is proposing 85 truck parking spaces for the <br /> collection and transfer trucks and 45 additional employee/visitor parking spaces to the <br /> current 24 employee/visitor parking spaces for a total of 154 parking spaces and seven <br /> (7) accessible spaces, two (2) of which will be van accessible. <br /> Development Title Section 9-1015.9 states that the parking requirement may be modified <br /> by the Director in cases in which due to the unusual nature of the establishment or <br /> development proposal submitted for it, the requirement set forth herein may be <br /> considered insufficient or excessive. A letter was submitted by the applicant requesting a <br /> modification stating, <br /> "Due to the nature of the operation the amount of parking spaces required would <br /> be excessive. The facility operates in shifts and there would only be approximately 60 <br /> employees on site at any one time." <br /> The Community Development Department has reviewed the proposed request and has <br /> determined that the proposed total of 154 spaces would be more than sufficient for this <br /> project. <br /> 2 <br />
