Development Title Section 9-1015.5(e) states that all parking spaces, driveways and <br /> maneuvering areas shall be surfaced and permanently maintained with asphalt concrete <br /> or Portland cement concrete to provide a durable dust free surface. Ingress and egress <br /> areas that connect to a paved road or highway shall also be surfaced and permanently <br /> maintained with asphalt concrete or Portland cement concrete. The applicant states that <br /> all maneuvering areas, tipping lanes, parking lots, the compost facility and the C&D/Inert <br /> i „cessing Fa- ity op-rations area will be paved ..i,h asphalt concreta or _ncrete. <br /> Access <br /> Development Title Section 9-1015.5(h)(1) states access driveways shall have a width of no <br /> less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles, <br /> except that in no case shall driveways designated as fire department access be less than <br /> twenty (20) feet wide. The applicant is proposing a thirty-six (36) foot wide driveway for <br /> ingress and egress, thus it appears the applicant meets this requirement. Additionally, <br /> parking aisles shall have a minimum width of 25 feet for two-way traffic and 16 feet for one- <br /> way aisles. <br /> Odor <br /> The site is located within a reclaimed excavated pit that is 30-40 feet in depth away from <br /> most sensitive receptors. The initial study prepared for this project found that the proposed <br /> expansion project could emit noxious odors that could have a potentially significant <br /> impact to the surrounding properties. The following mitigation measures were <br /> developed to reduce the potentially significant impacts to less than significant: <br /> 1. Operator is to maintain an updated Odor Impact Minimization Plan (OIMP) with <br /> the San Joaquin Valley Air Pollution Control District. <br /> 2. Compost feedstock shall be processed within 7 days of receipt, and commercial <br /> food waste shall be processed within 48 hours of receipt. <br /> 3. Commercial food waste composted on-site shall use the covered aerated static <br /> pile systems, that encompasses the compost feedstock and forces air through a <br /> bio-filter to minimize odor generation. <br /> 4. Compost operations shall occur on a paved surface to minimize ponding and <br /> anaerobic conditions that could generate odors; and Compost windrow shall not <br /> be turned when winds exceed 25 miles per hour to minimize odor generation. <br /> These mitigation measures will be included as Conditions of Approval in the Mitigation <br /> Monitoring Plan. <br /> Transportation/Traffic <br /> Due to the increase in traffic from the proposed expansion project the Department of <br /> Public Works required a Traffic Impact Analysis be prepared to determine traffic impacts <br /> on the level of service for MacArthur Road, Linne Road/ MacArthur Road; Linne <br /> Road/Chrisman Road; Linne Road/Corral Hollow Road; and Linne Road/Tracy <br /> Boulevard.
