Transportation Division determined that any impacts to existing levels of service from the <br /> proposed expansion project would be less than significant therefore no mitigation was <br /> required. <br /> Noise <br /> The proposed project expansion includes the pr000ssing of concrete and debris as well <br /> as wood grindings. An evaluation of the noise th&t .vas an--.lyzed in ER-93-0001 and what <br /> is being proposed was addressed in a Supplemental Noise Study (SNS) submitted by <br /> the applicant on June 20, 2011. It was noted in both documents that the proposed <br /> project site is located within a reclaimed excavated pit that is 30-40 feet in depth which <br /> largely makes up the current 39.2 acres. The nearest residence is 840 feet northeast of <br /> the project site. The existing facility is enclosed down in the former gravel pit, where ER- <br /> 93-001 and the Supplemental Noise Study concluded that there were no potentially <br /> significant impacts from the current project or the proposed expansion project and <br /> mitigation was not required. Additionally, as a Condition of Approval all outdoor <br /> processing activity shall not begin before 6:00 am and will not operate after 10:00 pm. <br /> These activities include construction and demolition of inert debris (CDI)and the processing <br /> of wood waste grindings. <br /> Council of Governments <br /> The Council of Governments was sent a referral on August 19, 2011 and responded in a <br /> memo dated August 29, 2011. The memo states that this project is subject to the San <br /> Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP) <br /> and is located within the unmapped land use area. Per requirements of the SJMSCP, <br /> unmapped projects are subject to case-by-case review. Please contact the Council of <br /> Governments staff regarding the scheduling of a SJMSCP biologist to perform a pre- <br /> construction survey and any other mitigation measures. The pre-construction survey <br /> must be completed prior to any ground disturbance. This can be a 90-day process and it <br /> is recommended that the project applicant contact SJMSCP staff as early as possible. <br /> San Joaquin County is a signatory to the SJMSCP. Participation in the plan satisfies <br /> requirements of both the state and federal endangered species acts, and ensures that <br /> the impacts are mitigated below a level of significance in compliance with the California <br /> Environmental Quality Act. Although participation in the SJMSCP is voluntary, if the <br /> applicant chooses not to participate, the applicant will be required to provide alternative <br /> mitigation in an amount and kind equal to that provided in the SJMSCP. <br /> Airarort Land Use Plan <br /> The project site boundaries fall within the comprehensive airport land use plan for Tracy <br /> Municipal Airport (TMA). The nearest runway of the TMA is approximately one mile west <br /> of the existing project site. This application is to expand the existing Materials Recovery <br /> Facility and a portion of the project falls within the Traffic Pattern Zone for the TMA. In a <br /> letter dated March 28, 2011 from the Council of Governments acting as the Airport Land <br /> Use Commission (ALUC), it determined that the Initial Study did not provide enough <br /> information to conclude if the proposed expansion would not create a safety hazard or is <br /> not in conflict with the 2009 Airport Land Use Compability Plan for TMA. A revised initial <br /> study was prepared on October 7, 2011 and recirculated discussing compability with the <br /> 2009 Airport Land Use Plan. <br /> 4 <br />
