Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance <br /> requirements cannot be modified, and other ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact: John Funderburg, 468- <br /> 3160) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING <br /> PERMIT'. The Site Plan required as a part of the building permit must be prepared <br /> by a registered civil engineer or licensed architect. This Plan must show drainage, <br /> driveway access details including gates, on-site parking, landscaping, signs, <br /> existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK <br /> LIST'for details). A fee is required for the Site Plan review. (Development Title <br /> Section 9-884) <br /> b. APPROVED USE: This approval is for the expansion of an existing solid waste <br /> processing and recycling facility from 392 acres to 51.7 acres in two phases over <br /> twenty years with a maximum of 1,727 vehicles per day at final build out as shown <br /> on the Revised Site Plan dated May 13, 2010. Phase One to increase the daily <br /> waste capacity from 1,000 (TPD) to 1,800 (TPD)within ten years and Phase Two to <br /> increase the daily waste capacity from 1,800 (TPD)to 2,500 (TPD)within twenty <br /> years. The project will employ 160 persons and operate 24 hours a day, 7 days a <br /> week. All outdoor processing activities will not begin before 6:00 am and will not <br /> operate after 10:00 pm on site activities to include vehicle maintenance, equipment <br /> storage and truck parking, construction and demolition of inert debris (CDI), <br /> processing wood waste grindings, appliance recycling and associated waste <br /> handling activities. Proposed site improvements will include: <br /> (1)The addition of 19,200 square feet to the existing 57,200 square foot <br /> material recovery facility and transfer station building. <br /> (2)Addition of 10,500 square feet to the existing maintenance and <br /> administration building. <br /> (3) Construction of a one (1) mega-watt wood waste bio-mass gasification unit <br /> for on-site energy use only. <br /> These Conditions of Approval supersede the Conditions of Approval for UP-93- <br /> 0004. Conditions of Approval for SA-96-0038 are still applicable and the applicant <br /> shall abide to all previous Conditions. (Use Type: Major Impact Services) <br /> c. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. <br /> If the Capital Facility Fee is applicable, the County shall collect the fees before the <br /> issuance of any building permits.
