a -
Project Description
Tracy Material Recovery Facillty and Transfer Station
30703 S. Mac*thur Drive, Tracy, Callfdmia 95377
Commission on December 16, 1993; this Use Permit, "to establish a solid waste
processing, transfer, and composting facility," was approved in conjunction with
certification of the Final Environmental Impact Report (ER-93-1).
The San Joaquin County Environmental Health Department has issued a Solid
Waste Facility Permit (SWFP) for the Tracy MRF/TS, concurred with by the
California Integrated Waste Management Board (CIWMB). The SWFP is reviewed
every five years, with the SWFP being re-issued by the County Environmental
Health Department, acting as the Local Enforcement Agency (LEA) to the CIWMB.
A series of operational amendments have been approved over the years following
the Report of Facility (RFI) Amendment process. The operations of the facility are
described in the RFI comprised of the Report of Station Information (RSI)
describing the material recovery and transfer station operations, and the Report of
Composting Site Information (RCSI) describing the composting operations.
Existing Operations
+' The existing facility is sited on a former gravel pit, approximately 30 to 40 feet
deep, that conceals the facility from view as it is mainly below grade. The facility
houses four distinct operational areas with a permitted throughput of 1,000 TPD,
3 as detailed below:
f Material Recovery Facility/Transfer Station
i The existing 47,200 square foot MRF/TS building receives all MSW and
recyclables delivered by affiliated collection companies and self-haul customers.
Only non-hazardous municipal solid waste and recyclables are accepted at the
MRFITS. This includes municipal solid wastes generated by the residential and
1 commercial sectors and includes self-hauled wastes. In addition, source-
separated recyclable materials from curbside collection programs, commercial
i recycling programs, separate yard waste collection, or other programs are
accepted at the facility.
A majority of the incoming materials consist of municipal solid wastes which are
transferred to a landfill, via transfer trucks, for disposal. A majority of the
recyclable materials come from source separated and or "commingled" single-
stream residential collection and commercial programs. Materials are recovered
1 via manual and mechanical processing.
Composting Facilit
The facility is designed to manage up to 170 tons per day of processed wood and
yard waste over 8.4 acres. The facility receives green material from yard waste
and agricultural waste.
170.18 CUP Project Des 050710
cs-2
i
