a - <br /> Project Description <br /> Tracy Material Recovery Facillty and Transfer Station <br /> 30703 S. Mac*thur Drive, Tracy, Callfdmia 95377 <br /> Commission on December 16, 1993; this Use Permit, "to establish a solid waste <br /> processing, transfer, and composting facility," was approved in conjunction with <br /> certification of the Final Environmental Impact Report (ER-93-1). <br /> The San Joaquin County Environmental Health Department has issued a Solid <br /> Waste Facility Permit (SWFP) for the Tracy MRF/TS, concurred with by the <br /> California Integrated Waste Management Board (CIWMB). The SWFP is reviewed <br /> every five years, with the SWFP being re-issued by the County Environmental <br /> Health Department, acting as the Local Enforcement Agency (LEA) to the CIWMB. <br /> A series of operational amendments have been approved over the years following <br /> the Report of Facility (RFI) Amendment process. The operations of the facility are <br /> described in the RFI comprised of the Report of Station Information (RSI) <br /> describing the material recovery and transfer station operations, and the Report of <br /> Composting Site Information (RCSI) describing the composting operations. <br /> Existing Operations <br /> +' The existing facility is sited on a former gravel pit, approximately 30 to 40 feet <br /> deep, that conceals the facility from view as it is mainly below grade. The facility <br /> houses four distinct operational areas with a permitted throughput of 1,000 TPD, <br /> 3 as detailed below: <br /> f Material Recovery Facility/Transfer Station <br /> i The existing 47,200 square foot MRF/TS building receives all MSW and <br /> recyclables delivered by affiliated collection companies and self-haul customers. <br /> Only non-hazardous municipal solid waste and recyclables are accepted at the <br /> MRFITS. This includes municipal solid wastes generated by the residential and <br /> 1 commercial sectors and includes self-hauled wastes. In addition, source- <br /> separated recyclable materials from curbside collection programs, commercial <br /> i recycling programs, separate yard waste collection, or other programs are <br /> accepted at the facility. <br /> A majority of the incoming materials consist of municipal solid wastes which are <br /> transferred to a landfill, via transfer trucks, for disposal. A majority of the <br /> recyclable materials come from source separated and or "commingled" single- <br /> stream residential collection and commercial programs. Materials are recovered <br /> 1 via manual and mechanical processing. <br /> Composting Facilit <br /> The facility is designed to manage up to 170 tons per day of processed wood and <br /> yard waste over 8.4 acres.
