Proposal <br /> Parreira Almond Processing Company CParreira") proposes to install a new elechicai <br /> generating system to supply electricity for their almond processing operation.This electrical <br /> generating system includes a gasifier, a system of scrubbers and filters, a permit exempt <br /> cooling tower, a 1,050 hp Caterpillar model G 3516 TA HCR rich-bum IC engine, derated to <br /> 700 bhp, equipped with an air fuel ratio controller and a three-way catalyst, and powering an <br /> electrical generator(unit N-1337-7-0), and a 5.9 MMBtu/hr air-assist flare (N-1 337-M). The <br /> engine is a full-time engine powering a generator to supply electrical power for Parreira's other <br /> operations,while the flare is a standby flare intended to dispose of gaseous fuel during <br /> startups and shutdowns or when the engine is temporarily out of service. The gaseous fuel will <br /> come from the gasifier, which has no emissions because it is fully enclosed and under a <br /> pressure differential to prevent fugitive emissions. In the gasifier, almond shells and hulls, <br /> chipped orchard waste material, and chipped wooden pallets will be pyrolyzed to release <br /> synthetic gas, or syngas. The syngas will be filtered, scrubbed, cooled to a suitable <br /> temperature, and then used as fuel for the engine, which has been optimized to bum gaseous <br /> fuels. <br /> Parreira's other permit units are an almond receiving and precleaning line, an almond mulling <br /> and shelling tine, and an almond sorting line.These units are being modified to incorporate a <br /> specific limiting condition (SLC) limiting the facility's emissions of particulate matter with an <br /> — -- -aerodynamic diameter of 10 microns or less(PM18)to its current Mo emissions.This SLC will - <br /> prevent an increase In the facility's PM10 emissions as a result of this project,thereby avoiding <br /> the need to provide offsets for the engine's PM10 emissions.
