This engine is not equipped with CEMS, so Section 5.2 does not
apply. Sections 5.3 and 5.4 apply to engines that use the percent emission reductions to
comply with the N%emission limitations. This engine complies with the NOx emission
concentration requirement, so Sections 5.3 and 5.4 do not apply. Section 5.5 applies to
engines that are fueled with gasoline. This engine is fueled with syngas, so Section 5.5 does
not apply.
Section 5.6 details the monitoring requirements for non-agricultural operation spark-ignited
engines subject to Section 5.1. Section 5.6.1 specifies that engines rated at 1,000 hp or
greater and that are allowed to operate more than 2,000 hours per year, or engines with an
extemal emissions control device, must install, operate, and maintain CEMS or an APCO-
approved alternate monitoring system. Sections 5.6.3, 5.6.4, and 5.6.5, specify details of the
CEMS or alternate monitoring system If required by Section 5.6.1. This engine is equipped with
an external control device, so it Is required to have CEMS or an approved alternate monitoring
system. The applicant has proposed to use a pre-approved altemate monitoring plan in which
they will monitor NOx, CO, and Ox concentrations every quarter.
Section 5.6.6 requires each engine to be equipped with an operational non-resettable elapsed
operating time meter. Section 5.6.7 requires implementation of the inspection and monitoring
(I&M) plan submitted to the APCO for approval as required by Section 6.5. Section 5.6.8
requires the operator to collect data required by the I&M plan in a form approved by the APCO.
Section 5.6.9 requires the operator to monitor each engine with a portable NO,analyzer at
least once during each calendar quarter during which a source test is not conducted. However,
due to the experimental nature of the engine and fuel combination, the District will require NO, }
and CO monitoring on a monthly basis. The following conditions wl1#be included on the engine R
ATC to ensure compliance with both these sections and with Section 6.5:
• This engine shall be equipped with an operational nonreseftable elapsed 6me meter or
ofherAPCO approved altemadve.
