Recommendations _
Action
It is recommended that the Planning Commission:
1. Approve the Mitigated Negative Declaration;
2. Approve the Reclamation Plan; and
3. Approve Quarry Excavation Permit No. QX-99-1 subject to the Findings and Conditions of
Approval contained in the staff report.
Findings
1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not
for the removal of prime farmland.
• This finding can be made because the project site is located within an MRZ-3 zone, which is
an area with potentially significant resource deposits, topsoil will be stockpiled, and
because the site will be returned to agricultural use following reclamation of the excavated
areas of the project site.
2. The proposed reclamation of the property upon completion of the excavation will leave the property in a
condition that will allow its reuse.
• This finding can be made because the site will be reclaimed in accordance with the
Reclamation Plan prepared by George Reed, Inc., by recontouring the mined area and
planting the site with walnut trees to prepare the site for agricultural use.
3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or be
injurious to the property or improvements in the vicinity.
• This finding can be made because all of the potentially significant, adverse environmental
impacts associated with the project can be mitigated to less than significant levels.
San Joaquin County QX-99-2\Reed
Community Development Page 6
