7.0 GOVERNMENT AGENCY RESEARCH
7.1 EPA Databases )
The California Environmental Protection Agency (EPA) manages contaminated sites
through two sub-agencies: the State Water Resources Control Board (SWRCB) and the
Department of Toxic Substances Control (DTSC). The SWRCB's GeoTracker database
includes underground storage tank (UST) sites, leaking underground storage tank
(LUST) sites, cleanup program sites, and land disposal sites. The database can be
searched by reviewing two lists, the Permitted Underground Storage Tank (UST) Sites
list and the Cleanup Sites list. DTSC's EnviroStor database includes Federal Superfund
sites, State response sites, voluntary cleanup sites, school cleanup sites, corrective
action sites, and permitted hazardous waste facilities.
Live Oak searched both GeoTracker and Envirostor on September 25, 2011 for any
listed sites within one-quarter mile of the Site. The subject Site was not listed on either
database, and no listed facilities were identified within one-quarter mile of the Site.
7.2 Environmental Health Department Databases
Live Oak reviewed the EHD's Underground Storage Tank Site Mitigation List, dated July
21, 2011, for surrounding facilities of concern. No listed facilities were identified within
one-quarter mile of the Site.
Live Oak reviewed the EHD's Water Well Data Table dated March 10, 2009 for nearby
addresses that have been tested for nitrate and dibromochloropropane (DBCP),
common ground water contaminants in San Joaquin County. Five tested wells were
identified within approximately 1.5 miles of the Site. DBCP was not detected in any of
the wells. Nitrate as NO3 was not detected in one of the wells; in the other four, it was
detected at concentrations of 4.0 to 8.9 parts per million (ppm), well below the Maximum
Contaminant Level (MCL) of 45 ppm set by the US EPA for nitrate as NO3.
7.3 Office of Emergency Services Databases
The San Joaquin County Office of Emergency Services (OES) Hazardous Materials
Management Program (HMMP) Compliance Website was searched on October 16,
2011_ No records were identified for the Site addresses.
Michelle Halliwell of the OES was interviewed by telephone on October 4, 2011. She
indicated at this time that no hazardous materials incident reports are on file in the OES
database for locations within approximately one-quarter mile of the Site.
LOGE1025 Page 5
