Main Street(See Figure 2). According to the Mountain House TDM Program and Transit Plan <br /> ("TDM Program"), the Transit Center would"provide a focus and convenient hub and transfer <br /> location for bus passengers, and park-n-ride activities" Parking spaces will be located on the <br /> perimeter of the site adjacent to the roadway to minimize walk distance for riders and will be clearly <br /> signed and striped.The TDM Program notes that the Transit Center will include a minimum of three <br /> bus berths(loading bays), reinforced asphalt or concrete driveways and bays to support the <br /> vehicles, and appropriate signage and amenities. <br /> 7. Public Services-Utilities/Drainage <br /> Water Supply and Distribution. The MHCSD would provide domestic water to the project and has <br /> provided a Will Serve Letter to the applicant. The Byron Bethany Irrigation District(BBID), under <br /> contract with the MHCSD, provides raw water supply to the MHCSD. The MHCSD water treatment <br /> plant is located on the north side of Byron Road northwest of the project site. The applicant would <br /> construct all of the required water facilities in conjunction with the grading for the street system and <br /> before the streets are paved. Facilities to be constructed to provide water service to the project <br /> include the balance of backbone water facilities on the project lands,consistent with the MHCSD <br /> adopted Water Service Master Plan. However, specific requirements would be determined by the <br /> MHCSD as part of subsequent engineering design and approvals. <br /> Wastewater Collection, Treatment,and Disposal. The MHCSD would provide wastewater service <br /> for the project. The MHCSD operates a wastewater treatment plant located north of Byron Road, <br /> north of the project site. The MHCSD currently discharges treated wastewater to Old River <br /> pursuant to a permit from the Central Valley Regional Water Quality Control Board. Additional <br /> pipeline extensions from the existing backbone lines located in Main Street and De Anza Boulevard <br /> would be installed and extended within the project site. Smaller sewer lines would be constructed <br /> under roadways to serve individual development parcels. <br /> Drainage. The MHCSD prepared a Storm Water Master Plan Update Addendum No. 1 (May, 2004) <br /> that provide hydrological and hydraulic data for the design of project-related storm drain trunk lines, <br /> Mountain House Creek improvements and water quality treatment/detention basins for the entire <br /> Mountain House community. (This plan was evaluated in the Initial Study prepared for <br /> Neighborhoods E and G in 2003,and the Initial Study for the Revised I and J Neighborhoods in <br /> 2007.) No changes to the Storm Water Master Plan are necessary for the project. All facilities <br /> would be designed and constructed to the MHCSD and Central Valley Regional Water Quality <br /> Control Board (CVRWQCB)standards. <br /> Solid Waste Collection and Disposal. Solid waste generated by the project and future residents of <br /> the proposed development would be collected by Tracy Delta Solid Waster Management, Inc., <br /> which also does business as West Valley Disposal, under permit issued by the MHCSD. The solid <br /> waste would be transported to the Tracy Materials Recovery and Transfer Facility. Recyclable <br /> garbage from this facility would then be trucked to Foothill Landfill in eastern San Joaquin County, <br /> about 50 miles from the Mountain House Community. Hazardous waste generated by the project <br /> would be disposed either at Forward, Inc, a Class II landfill within the County, or transported outside <br /> the County. Disposal of hazardous waste is managed by the San Joaquin County Solid Waste <br /> Division at the Public Works Department. <br /> Electrical/Gas Service. Electricity is to be provided by the Modesto Irrigation District(MID)and gas <br /> service is to be provided by Pacific Gas& Electric Company(PG&E). These two companies would <br /> be responsible for constructing the necessary infrastructure for these services. With respect to gas <br /> service, an existing PG&E gas transmission line has been abandoned within the project site and <br /> would be removed as necessary to accommodate construction. With respect to electrical service, <br /> an existing PG&E overhead electric line adjacent tot Mountain House Parkway would be <br /> undergrounded with the project. <br /> 5 <br />
