Telephone Service. Telephone and cable service would be provided by the MHCSD. MHCSD
would provide these services via subcontracts with AT&T(formerly SBC)for telephone service and
Comcast for cable television and broadband service.
8. Public Services-Transportation and Circulation
The main circulation plan for the Specific Plan II area, including the circulation for the Town Center
is shown in Figure 3. Roadway improvements for the project are expected to be identified by the
MHCSD and by the Community Development Department(CDD)as conditions of approval (COAs)
for the Tentative Map. Specific improvements are envisioned to be built in phases according to
levels of service and access requirements for each incremental phase of the subject subdivision.
Actual improvements for the site are anticipated to be constructed either by the MHCSD via
developers' payment of roadway impact fees,or by the applicant with fee credits being taken
against actual improvements being constructed. The proposed transportation and circulation
improvements are discussed below.
Main Street. Main Street would be extended from Mountain House Parkway to Central Parkway.
Main Street is a four-lane divided arterial roadway between Mountain House Parkway and De Anza
Boulevard and a two-lane divided arterial road from De Anza to Tradition Street.
De Anza Boulevard. This four-lane arterial currently terminates approximately 600 feet north of
Arnaudo Boulevard,at the southern Town Center area boundary. De Anza Boulevard would be
extended north and west to Central Parkway. (The street name De Anza Boulevard, from Grant
Line Road to Central Parkway, shall be changed to a street name that complies with the"Standards
for Road Names and Road Name Changes, Public and Private"of San Joaquin County to avoid
confusion with the De Anza Boulevard/Central Parkway intersection located north of Main Street).
A bridge would be constructed over Mountain House Creek.
Byron Road. Byron Road is a six-lane arterial road. The road is being constructed on a phased .
basis during the development of the SPII area. The first phase of these Byron Road improvements
has already begun as part of the development of Neighborhoods H, I,and J. These improvements
would include improvements along the north boundary of the project site abutting the Central
Community Park and Community Commercial parcels.
Providence and Tradition Streets. Providence and Tradition streets, plus two presently unnamed
collector streets("D"Street and"E"Street on the Tentative Map)would be constructed within the
project site.
Community Entries and Arterial Intersection Entries. Entries(which include arterial intersection
entries, community entries, and neighborhood entries)form a major component of the Mountain
House landscape environment. The objective of entries is to create distinctive points of arrival at
entry points into Mountain House or into neighborhoods and specific districts within Mountain
House.
With respect to the project, all community entries and arterial intersection entries, as identified in the
Master Plan and Specific Plan ll,would be constructed where required within the Town Center.
These include a community entry at the intersection of Main Street and Mountain House Parkway, a
full urban alternative arterial intersection entry at Main Street and De Anza Boulevard, and the
southern half of an arterial intersection entry at De Anza Boulevard and Central Parkway.
Components of the arterial intersection entries would include such elements as defined in the latest
edition of the MHCSD Design Manual for public facilities.
Pedestrian and Bike Trails. Multi-use paths(which are a minimum of 8-feet in width)are proposed
along the northwestern border of the Mountain House Creek Park from Central Parkway to Byron
Road. Generous pedestrian sidewalks(which would be 16-feet wide within the right-of-way plus
some additional width to the store front)would be provided along Main Street and De Anza
6
