42. The applicant shall provide bus stop and design and construct street right of way to accommodate <br /> bus stop and ingress and egress to Town Center Transit Station compatible with the Mountain <br /> House Master Plan. The improvement plans, parcel dedications and funding shall be approved by <br /> MHCSD prior to submittal of the Final Map. <br /> 43. The following statement applies to all the conditions listed here: If the MHCSD Public Works <br /> Director determines that a facility or a street improvement is not yet warranted, the Public Works <br /> Director may allow the facility or the street improvement to be delayed. The developer shall provide <br /> adequate bonding to the MHCSD assuring construction at the time the MHCSD Public Works <br /> Director determines the facility or street is needed. <br /> 44. The applicant shall fund and perform a traffic study and a transportation monitoring program and <br /> shall comply with the Transportation Monitoring Program requirements. The applicant shall comply <br /> with the requirements of the Transportation Demand Management and Transit Plan (Hoyt, 1997)as <br /> administered by the MHCSD. <br /> 45. The applicant shall submit for MHCSD approval a Construction Truck Management Plan for <br /> construction activities, prior to any construction. Construction Traffic shall comply with the <br /> Construction Truck Management Plan administered by the MHCSD. Project construction plans shall <br /> include specifications to the contractor outlining compliance requirements. <br /> 46. The applicant shall perform a traffic signal warrant study and comply with the results of the study, <br /> installing traffic signals as they are warranted. The applicant shall also install or bond for the signals <br /> that are within the tentative map area but are not warranted at the time of filing a final map.The <br /> applicant shall comply with the June 2008 traffic signal master plan by TJKM or any updates to that <br /> plan. <br /> 47. Install a traffic signal at Mascot and Central Parkway prior to the issuance of the 1200'h building <br /> permit beyond"E","F", and "G". <br /> 48. Install a traffic signal at De Anza Boulevard and Central Parkway prior to the issuance of the 1500th <br /> building permit beyond E, F and G. <br /> 49. Install a traffic signal at Great Valley Parkway and Kelso Road prior to the issuance of the 16701h <br /> building permit beyond"E", "F', and "G. <br /> 50. Fund as determined by MHCSD, a traffic signal at the intersection of Grant Line Road and Altamont <br /> Pass Road and the addition of one lane on each approach to the Grant Line Road prior to the <br /> issuance of the 2250'h building permit beyond "E", "F, and "G". If Alameda County does not allow <br /> these improvements, the improvement funds shall be deposited with the MHCSD to be used as <br /> directed by the General Manager as described in the TIF Program. <br /> 51. Subject to the requirements of the Mountain House Transportation Improvement Fee Technical <br /> report adopted by the MHCSD Board of Directors on April 11, 2000, and all amendments thereof to <br /> date, widen or fund, as determined by MHCSD, Grant Line Road to four lanes from Great Valley <br /> Parkway to 1-580 freeway prior to issuance of the 225dh building permit beyond "E", "F", and"C". <br /> The developer shall improve and widen Grant Line Road between the Alameda County line and its <br /> intersection with 1-580. If Alameda County does not allow the improvements to Grant Line Road, the <br /> developer shall deposit with the MHCSD,funds equivalent to the cost of the widening as listed in the <br /> TIF Report. The MHCSD General Manager may use the funds to improve other regional roads as <br /> determined by a traffic study and stated in the TIF technical report and approved by the MHCSD. If <br /> Grant Line Road in Alameda is not widened, an interim design showing the transition from 4 lanes to <br /> two lanes within the boundary of Mountain House shall be submitted to the MHCSD for review and <br /> approval. <br /> 52.
