Surface and Subsurface Contamination Report Page 6
VELASQUEZ PROPERTY September 5,2008
WKA No.8237.01
3.0 INTERVIEWS
Interviews with various persons familiar with the site vicinity, including representatives of public
' agencies, were conducted for the purpose of identifying past and present uses, which may have
contributed to RECs on the site. Results of those interviews are discussed in the following
sections.
3.1 Owner or Key Site Manager
WKA contacted Mr. Velazquez via telephone on September 5, 2008 concerning the historical use
of the site. Mr. Velazquez stated that two underground fuel storage tanks (USTs) were removed
from the site in 1990. The tanks were located near East Main Street. Mr. Velazquez supplied
' WKA with documentation concerning the former USTs, which is further discussed in Section
4.2.9. A No Further Action letter was issued by the San Joaquin County Environmental
Management Department in January 27, 1998. A copy of the letter is included in Appendix C.
' Mr. Velazquez explained that the site contained a single shop building (near East Main Street)
when he first acquired the site in, approximately 1990. That shop was used as an auto repair
shop until just prior to 1990. Mr. Velazquez stated that he used the shop as a tire shop until
approximately 1995 when the second onsite shop was constructed. Mr. Velazquez then moved
' the tire shop into the newer building and rented the other to a welding business. The site
contained the single structure and bare ground until approximately 1995 when Mr. Velazquez
built the second shop and paved the parking area with asphalt.
' 3.2 State and/or Local Government Officials
WKA contacted Mr. Michael Infurna with the San Joaquin County Environmental Health
' Department on September 4, 2008 concerning the site. Mr. Infurna stated the site has a closure
letter for two former underground tanks removed from the site. He was not aware of any
' additional reported issues with the site at this time.
