Water Supply <br /> Public water system. In Rural Residential designations, individual wells may be <br /> permitted if parcels are two acres or greater and no public water system exists <br /> (General Plan I, p. IV-105). <br /> • The parcel is currently served by California Water for water and <br /> therefore, meets this requirement. <br /> Wastewater Treatment <br /> Public wasterwater treatment system. Septic systems may be permitted in Rural <br /> Residential areas, commercial areas adjacent to Rural Residential areas, and in <br /> Warehouse Industrial zones, if General Plan policies and Development Title <br /> regulations are met (General Plan Volume I, p. IV-103). <br /> The parcel is currently served by East Stockton Sanitary Sewer and <br /> therefore, meets this requirement. <br /> Stormwater Drainage <br /> Public drainage system, with terminal drainage unless a Master Drainage/Special <br /> Purpose Plan permits retention ponds. On-site drainage may be permitted in Rural <br /> Residential designations if parcels are two acres or more (General Plan Volume I, p. <br /> IV-109). <br /> • The parcel is not currently served by a terminal drainage system. The <br /> existing drainage is adequate for changing from one urban designation <br /> to another urban designation. Terminal drainage may be required for a <br /> new use or if a use is expanded. <br /> Bases for Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission <br /> and Board of Supervisors shall determine that the following Bases for Zone <br /> Reclassification can be made in the affirmative: <br /> a) The proposed zone district is consistent with the General Plan, any applicable <br /> Master Plan, and any applicable Specific Plan. <br /> • This project is located in an urban community, will be buffered from <br /> residential uses, will be developed so that no more than 60 percent of <br /> the lot area is occupied, and is located on a minor Arterial. If the Board <br /> of Supervisors approves the General Plan Amendment to General <br /> Commercial, then the proposed Zone Reclassification would be <br /> consistent with the General Plan. There are no applicable Master Plans <br /> or Specific Plans. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • If the Board of Supervisors approves the General Plan, then the <br /> proposed zone district would be reasonable and beneficial at this time. <br />
