Council of Governments <br /> San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP). Participation in the plan satisfies <br /> requirements o both the state and federal endangered species acts, and ensures that <br /> the impacts are mitigated below a level of significance in compliance with the California <br /> Environmental Quality Act. Although participation in the SJMSCP is voluntary, the <br /> applicant chooses not to participate, the applicant will be required to provide alternative <br /> mitigation in an amourt and kind equal to that provided in the SJMSCP. <br /> The Council of Governments has determined that this project is subject to the SJMSCP. <br /> Please contact the Co.incil of Governments staff regarding the scheduling of a SJMSCP <br /> biologist to perform a pre-construction survey and any other mitigation measures. The <br /> pre-construction survey must be completed prior to any ground disturbance. <br /> Noise Study <br /> Development Title Section 9-1025.9(a)(1) states that excluding proposed noise sensitive <br /> land uses on infill lots, proposed noise sensitive land uses that will be impacted by <br /> existing or planned transportation noise sources will be required to mitigate the noise <br /> levels from these transportation noise sources so that the resulting noise levels on said <br /> proposed noise sensitive residential land uses do not exceed sixty-five (65) dBL for <br /> exterior noise and forty-five (45) dBL for interior noise. Proposed noise sensitive land <br /> uses on infill lots that will be impacted by existing or planned transportation noise <br /> sources are required to mitigate the noise levels from these transportation noise sources <br /> so that the resulting noise levels on said proposed noise sensitive land uses on such <br /> infill lots do not exceec the standards specified for interior spaces only. <br /> The Noise Contour Map indicates that the southern boundary of the project may lie <br /> within a sixty-five decibel (65 dB) noise contour. Therefore, a noise study was required. <br /> A noise study dated August 11, 2006 was conducted by j. c. brennan & associates. The <br /> study does not require or recommend a sound wall for noise mitigation. It does <br /> recommend that air conditioning units be installed to allow occupants to close doors and <br /> windows as desired for acoustical isolation. <br /> Therefore, air conditioning will be required for all residences on parcels that abut Walker <br /> Lane and on all residences on parcels that abut Main Street. <br /> Storm Drainage Feasibility Study <br /> This subdivision will ccnnect to terminal drainage through a sixty (60) inch pipe that will <br /> drain into Mormon Slough. The pipe is nearing capacity. The Department of Public <br /> Works required a feasibility study to determine if the project can connect directly to <br /> terminal drainage or if s detention pond is needed that will detain storm runoff for up to <br /> two days and then meter the flow into the storm drain pipe. The study, which is dated <br /> September 12, 2006, was performed by North Star Engineering Group. The Department <br /> of Public Works will uti ize the study to determine the need for the detention basin shown <br /> on the tentative map.
