j. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and <br /> payable prior to approval of the Improvement Plans. The fee currently is $1,757.00 per single- <br /> family residence in the Stockton area. The fee shall be automatically adjusted July 1 of each year <br /> by the Engineering Construction Cost Index as published by the Engineering News Record. <br /> (Resolution R-00-433) <br /> k. The Water Supply Facilities Impact Mitigation Fee will be required for this development. The fee <br /> is due and payable prior to the approval of the Improvement Plans. The fee currently is <br /> $2,196.52 per single-family residence. The fee shall be automatically increased on January 1, of <br /> each year until 2005 at the rate of 7.66 percent. A credit may be allowed if it can be verified that <br /> the existing development on this site was in operation on or after April 30, 1991. (Development <br /> Title Section 9-818.4 and Resolutions R-91-327, R-94-185, and R-97-5) <br /> I. The project shall be served by a public water system conforming to the requirements of the <br /> Environmental Health Division of San Joaquin County Public Health Services and the Department <br /> of Public Works. The system shall provide adequate domestic and fire water supply in <br /> conformance to the requirements of the County Fire Warden and the local Fire District. <br /> (Development Title Section 9-1120.2) <br /> m. The project shall be served by a public sewer collection and treatment system constructed in <br /> conformance with the requirements of the City of Stockton, the Environmental Health Division of <br /> San Joaquin County Public Health Services, and the Department of Public Works. Sewer <br /> capacity in the East Stockton sewer system (system#4) is not available for this project. <br /> Therefore, Option 1 as specified by the Will Serve letter dated January 26, 2001, from the City of <br /> Stockton, shall not be approved by San Joaquin County. (Development Title Section 9-1105.2) <br /> n. Street lighting shall be provided for the subdivision and the frontage of Walker Lane and Horner <br /> Lane. (Development Title Section 9-1105.11) <br /> o. A copy of the Final Site Plan shall be submitted prior to release of the building permit. <br /> p. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> addressed the items on the Waste Plan Format for Development Projects, The Final Site Plan is <br /> required upon submittal of verification. <br /> q. A terminal drainage system shall be provided to meet the requirements of the County and to <br /> provide adequate drainage for the subdivision. <br /> 3. DEPARTMENT OF PUBLIC HEALTH SERVICES (Staff Contact: Rodney Estrada, 468-0331) <br /> a. Prior to the issuance of any building permits, sewer facilities shall either be bonded for or be in <br /> place, as evidenced by a letter from the serving entity. (Development Title Section 9-1100.3[d]) <br /> b. The applicant shall provide written confirmation from the water providers that improvements have <br /> been constructed or financial arrangements have been made for any improvements required by <br /> the agency and that the agency has or will have the capacity to serve the proposed development. <br /> The written confirmation shall be submitted prior to the issuance of a building permit. <br /> (Development Title Section 9-1120.2) <br /> c. The applicant shall apply to the State Department of Housing and Community Development for a <br /> permit to operate a Mobile Home Community.
