Project No.E8062.WTP Phase I Environmental Site Assessment/Lathrop,CA October 21, 1999 <br /> 3.1 Aerial Photographic Site Features <br /> Aerial photographs from the past 31 years revealed no significant changes occurring at the <br /> subject site. In 1968, the site was used entirely as farmland as it is today. The mobile home park <br /> existed to the west of the site, and there were orchards to the southwest. The other surrounding <br /> properties were mostly farmland and grazing land with private residences to the northwest, <br /> northeast, and to the south. By 1985, there were no longer orchards to the southwest, but a few <br /> structures were apparent on the property. No changes to the subject site or the surrounding <br /> properties were seen in any of the more recent photographs from 1992 and 1996. <br /> 3.2 Historical Topographic Map Site Features <br /> Historical topographic maps revealed no development or other features at the subject site for the <br /> past 87 years. In 1912, there were roads along the northern and southern of the property, and a <br /> residence was indicated to the northeast. Wells were shown on the properties to the northeast <br /> and to the southeast in 1946. The mobile home park to the west of the site was indicated in <br /> 1968. A few private residences were shown on the properties to the south of the site in 1987. <br /> 3.3 Interview with Property Owner <br /> TERRASEARCH, inc. interviewed one of the current property owners, Ms. Diane Holst, to <br /> inquire about the subject site. According to Ms. Holst, the site has been in her family since <br /> _ before 1946. Ms. Holst indicated that the site has been used for agricultural purposes exclusively, <br /> and that no development has ever occurred at the site. Ms. Holst also stated that in the 1960s, the <br /> U.S. Army Corps of Engineers built the levees around the San Joaquin River. Once the U.S. <br /> Army Corps of Engineers was completed with the levees, they placed the leftover construction <br /> materials and debris on the western portion of the site. This area was permitted through the <br /> California Regional Water Quality Control Board (CRWQCB) as a Class III non-hazardous <br /> waste landfill (Frewert Road Class III Disposal Site). Furthermore, she stated that no hazardous <br /> have ever been stored on the property, and that at least one well exists on the site. <br /> 4. REVIEW OF PUBLIC RECORDS OF REGULATORY AGENCIES <br /> 4.1 Primary Contamination Sources <br /> TERRASEARCH, inc. contacted the anuin County Environmental Health Division to <br /> review any files for the subject site. No files were o or the subject site, indicating t no <br /> USTs are present and that the site has never been reported as contaminated. In addition, <br /> TERRASEARCH, inc. contacted the Lathrop Fire Departmegt_to identify any files indicating <br /> that hazardous waste has been stored, used, and/or disposed at the subject site. There were no <br /> records or permits for USTs or other hazardous material storage at the subject site. <br /> TERRASEARCH, inc. Page 7 <br />
