ENGEO <br /> INCORPORATED <br /> family in approximately 1940. Mr. Lawrence stated that four natural gas test wells were drilled <br /> within the Property in approximately 1975. Mr. Lawrence described the wells as dry holes and <br /> were capped. Mr. Lawrence stated that prior to the construction of Interstate 5, approximately three <br /> structures were located within the Property. Mr. Lawrence stated that the portion of the Property <br /> occupied by these buildings was acquired by the State of California and used for the construction of <br /> the freeway. Mr. Lawrence stated that these buildings were therefore outside the present-day <br /> Property boundaries. <br /> .. We interviewed Mr. Max Baker, caretaker of the Haven Acres Mobile Home Park and Marina. Mr. <br /> Baker stated that Haven Acres has been occupying a portion of the Property since approximately <br /> 1960. Mr. Baker stated that since the 1997 flood of Haven Acres, the three 500-gallon aboveground <br /> fuel storage tanks have remained empty. <br /> r <br /> We reviewed the California Regional Water Quality Control Board Central Valley Region Order <br /> Number 74-391, Waste Discharge Requirements for Teichert Construction Frewert Road Class III <br /> Solid Waste Disposal Site in San Joaquin County(Order). The Order states that Teichert planned to <br /> dumpClass III waste consisting of„and limited to broken concrete, dirt, and rock to fill in a <br /> depression located in the southwest area of the Property. The Order goes on to state that the waste <br /> materials deposited within the site shall be limited to Group 3 wastes and wood/metal materials not <br /> to exceed 10 percent of incoming volume. The site capacity is listed as 6,000 cubic yards. <br /> We reviewed a San Joaquin County, Environmental Health Division, Public Health Services letter <br /> dated November 3, 1994. In this letter, Ms. Donna Heran, RENS, Director of the Environmental <br /> Health Division states that her department be contacted prior to any change in land use or prior to <br /> issuance of any building permits for APN 191-270-12 and that any future development be "flagged” <br /> to the Environmental Health Division for review. This APN is labeled as Frewert Road Disposal <br /> Site at 1601 West Frewert Road and is classified as a Closed/Illegal/or Abandoned Landfill. <br /> 6008.5.001.01 Page 16 <br /> November 11, 2003 <br />
