• had told him this once held a wind generator for the orchard (personal
communication, July 6, 2016).
The westernmost house bore the address of 23601 South Manteca Road. A
pump house was located to the south of this house, and a pool was located to
the west. The house and surroundings appeared clean and well-maintained.
Much of the western half of the Site was dedicated to storage of potted nursery
plants; these were watered by sprinkler. At the northwest corner of the Site, a
pile of plastic plant pots and a pile of potting soil were noted. Near the center of
the plant storage area, a pile of stakes and a pile of hose were observed. Two
temporary greenhouses were noted on the far western side of the Site. Two
brush piles were observed to the south of the greenhouses.
The southern quarter of the Site was an almond orchard.
To the north of the Site was open field. To the east and west were orchards. To
the south were a house, a horse pasture, and open land with a building pad.
5.0 INTERVIEWS
• 5.1 Interview with Client
Annette Roddan was interviewed by telephone on July 13, 2016. She indicated
that she, her husband Todd Roddan, and his mother Margaret Roddan own the
Site; they have owned it since approximately 1998. At the time they purchased
it, the land was 30-year old almond orchard, she stated.
Ms. Roddan indicated that one house was built in 1999, the second in 2001, and
the nursery in 2008. All wells and septic systems on the Site were installed
during their ownership, she said.
Ms. Roddan was not aware of any fuel tanks, chemical storage, automotive
maintenance, buried trash, dumping, or other environmental issues affecting the
Site now or in the past.
•
LOGE 1614 4
