i <br /> Basis for General Plan Amendment <br /> Development Title Section 9-803.4 states that prior to approving a General Plan <br /> Amendment application, the Planning Commission and the Board of Supervisors <br /> shall determine the internal consistency of the General Plan is maintained in the <br /> adoption of the amendment. The proposed amendment must be consistent with <br /> various General Plan goals, policies, objectives and implementation measures. <br /> The Community Development Department has reviewed the above-referenced <br /> application and has the following comments: <br /> Freeway Service Development and Locational Criteria (Vol. 1, pp. IV-25, 26) <br /> The function of the Commercial Freeway Service designation is to provide <br /> commercial uses oriented almost exclusively to serving the needs of the freeway <br /> traveler. Typical uses include travel-related businesses such as gasoline service <br /> stations, food and beverage sales, eating and drinking establishments, and <br /> hotels and motels. <br /> The General Plan Commercial Development Chapter contains the following <br /> Specific Development and Locational Criteria for freeway service areas.- <br /> 1. <br /> reas:1. Freeway service areas shall be designated only adjacent to full freeway <br /> interchanges where development will be easily accessible and visible to <br /> the freeway traveler. <br /> • The.parcel is adjacent to a full freeway interchange at Interstate 5 <br /> and the west terminus of Roth Road. <br /> 2. Freeway service areas shall be limited in number to encourage clustering <br /> of uses at selected interchanges: <br /> • There are five,C-FS zones spread out along Interstate 5 within the <br /> County's jurisdiction. The farthest distance between two adjacent <br /> C-FS zones is 17 miles. There are two areas that are eight miles <br /> apart and one that is 7.75 miles apart. This project is located <br /> between the two C-.FS zones that are located the closest together. <br /> The-proposed project would-be located at the west terminus of <br /> Roth Road. The closest C-FS zone to the north would be <br /> approximately 2.75 miles away at the intersection of Interstate 5 <br /> and W. Yettner Road. The closest C-FS zone to the south of the <br /> project site would be approximately 5 miles away at the . <br /> intersection of Interstate 5 and W.
