Since that <br /> time, Caltrans and the City of Lathrop have commented on the project.The City of Lathrop has <br /> reviewed the Initial Study and the traffic study for this project.Their comments are below.All <br /> potentially significant environmental effects have been reduced to a level of less than significant <br /> with the inclusi6n of the recommended mitigation measures from the traffic study and the noise <br /> study.Therefore,the Community Development Department has determined that a full EIR is not <br /> required. <br /> The second letter also states that a project of this magnitude requires a full EIR, including a traffic analysis. <br /> The letter fists four other concerns: <br /> 1. The lack of City utilities to this site (sewer, water, terminal storm drains, and fire suppression). <br /> The applicants would connect to the'City of Lathrop for sewer,water, and terminal drainage if it <br /> were available. However,the City of Lathrop does not want to annex the area at this time or <br /> i <br /> provide the services.A single parcel in the C-RS zone over two acres in size may be developed <br /> with a private septic system(Development Title Section 9-1105.3[b]),an individual well <br /> (Development Tale Section 9•-1120.3[c],and on site storm drainage(Development Title Section 9- <br /> 1135.3[b)). <br /> 2. The project does not propose a solution for the Manthey Road realignment allowing for <br /> improvementto the off ramp exiting and entering 1-5 south by adding a controlled intersection. <br /> r <br /> The applicant irresponsible for traffic issues related to this project. Caltrans will provide any <br /> solution to the area wide traffic issues regarding freeway interchanges.Traffic mitigation for the <br /> project,as determined by the Department of Public Works, includes a 4-way "Stop"sign and a <br /> fair share paymgnt of$610,036.00 for the intersection of Manthey Road and Roth Road. <br /> 3. The project has not clearly defined how it will improve upon the conditions of the North Bound on <br /> and off rampbf 1-5. For example,a controlled intersection. <br /> The traffic studkdid not require the installation of a signal for northbound 1-5 traffic at Roth <br /> Road. A"Stop";sign is required and a fair share payment of$111,808.00 towards the <br /> construction of,f our intersections pursuant to the Public Works Department conditions of <br /> approval. <br /> 4. The project had not provided information regarding the initial study that was conducted and this <br /> report has not been available during the review period to the public: <br /> This letter is dated January 5, 2010.The traffic study is dated July 31, 2009.The noise study is <br /> dated July 15,26.09.The Initial Study was circulated by the State Clearinghouse,with a review <br /> period from December 22, 2009 to January 20, 2010:The Initial Study has been available for <br /> review by the public since December 22, 2009. <br /> The third letter, in addition to the traffic issues above, is concerned with farming in the vicinity and the wildlife <br /> on the subject parcel:.
