As of August 21, 2007, the City of Lathrop has not <br /> requested a public hearing. <br /> Neighborhood Response <br /> The Community Development Department has received one letter in opposition. The letter <br /> expressed concerns regarding the potential hazard of storing propane cylinders near residences <br /> and that the storage of propane tanks and equipment would not be aesthetically appealing. The <br /> Office of Emergency Services has indicated that the business will be required to complete and <br /> submit a Hazardous Materials Management Plan if the business will store propane at threshold <br /> reporting quantities (200 cubic feet of compressed gas). Additionally, as a Condition of Approval, <br /> all storage materials and related activities, including storage areas for trash, shall be screened so <br /> as not to be visible from adjacent properties and public rights-of-way. <br /> Use Type <br /> The proposed use type is Wholesaling and Distribution, Heavy. The applicant has indicated the <br /> project site will only be used for the storage of the propane cylinders until they are distributed to <br /> consumers. The tanks will not be filled at the site. The property has a General Plan designation <br /> of Limited Industrial and all activities must be conducted indoors. The outdoor area is restricted <br /> to storage only. <br /> Screening <br /> According to Development Title Section 9-1022.4[e], when industrial projects abut a residential <br /> zone, an area shown on the General Plan for residential use, or an existing residential use, a <br /> solid masonry wall six (6) feet to seven (7) feet in height shall be required. As a result, a solid <br /> masonry wall six (6) to eight (8)feet in height shall be erected along westerly 780 feet of the northern <br /> property line of APN 191-230-07 (Development Title Section 9-1022.4[e][1]) and a solid masonry <br /> wall six (6) to eight (8)feet in height shall be erected along the northern and western property lines of <br /> APN 191-230-08. (Development Title Section 9-1022.4[e][1]; Conditional Zoning 5.15) <br /> Parkin <br /> Development Title Table 9-1015.3(a) requires 0.5 parking spaces per 1000 square feet of building <br /> and 0.5 parking spaces per employee for the Wholesaling and Distribution-Heavy use type. <br /> Additionally, Community Development is requiring one parking space per stored vehicle.
