The project is located on Columbia Cut, in Township 2 North, Range 4 East M. D.M & B. , at San Joaquin County Assessor' s Parcel Number 129-080-03 & 33 , Stockton, California. The Corps of Engineers ' jurisdiction within the study areas is under the authority of Section 404 of the Clean Water Act for the discharge of dredged or fill material into waters of the United States or excavation that has more than minimal effect on the aquatic environment in these waters. Also, the Corps has jurisdiction under the authority of Section 10 of the Rivers and Harbors Act of 1899 for any structures placed on, over or under a navigable water of the United States. Project features that would occur from development within the study areas that result in the discharge of fill material into waters of the United States or any work within a Federally navigable water will require Department of the Army authorization prior to initiating work. A requirement of our Section 404 permit is that Water quality certification or waiver be obtained from the Central Valley Water Quality Control , 3443 Routier Road, Suite A, Sacramento, California 95827-3098 .
