Analysis <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Major Subdivision No. PA-0600062 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan and any other applicable plan adopted by the County. <br /> • This finding can be made because the R/L (Low Density Residential) General Plan <br /> designation and R-L (Low Density Residential) zone permit the subdivision as proposed. <br /> The project complies with the General Plan density requirements for the R-L zone (2-6 <br /> dwelling units/gross acre). There are no applicable Master Plans, or Specific Plans, or <br /> Special Purpose Plans. <br /> 2. The design or improvement of the proposed subdivision is consistent with the General Plan and any <br /> applicable Specific Plan or Special Purpose Plan <br /> • This finding can be made because the design and improvements of the proposed <br /> subdivision are consistent with the standards contained in the General Plan as reflected <br /> on the Tentative Map. The applicant has provided a "will-serve" letter stating sanitary <br /> services can be provided by the City of Stockton to the proposed subdivision and storm <br /> drainage service for the proposed subdivision can be provided by the Department of <br /> Transportation. California Water Service has provided a "will-serve" letter stating water <br /> service can be provided to the proposed subdivision. There are no applicable Specific <br /> Plans or Special Purpose Plans. <br /> 3. The site is physically suitable for the type of development proposed <br /> • This finding can be made because the parcels' lot size and width all satisfy the minimum <br /> lot size and width requirements for parcels in the R-L zone. In addition, the lot is <br /> relatively level. <br /> 4 The site is physically suitable for the proposed density of development <br /> • This finding can be made because the Tentative Map is consistent with the General Plan <br /> density requirements of 2-6 dwelling units per gross acre in the R/L General Plan <br /> designation.
