L� Y <br /> Tentative Map <br /> A letter was submitted by the applicant dated June 13, 2006 and stated the proposed subdivision <br /> would be a gated development. The applicant will need to show the location of the proposed gate <br /> on a Revised Tentative Map. The gate must comply with Development Title Section 9-1022.2(f), <br /> which states that any gate shall be set back or recessed a minimum of ten feet from the property <br /> line unless there are at least sixteen feet between the property line and the edge of the traveled <br /> roadway, in which case the setback requirement is waived. <br /> Wastewater Disposal <br /> Development Title Section 9-1105.3 (a) states that subdivisions within an urban community shall <br /> be served by a public wastewater disposal system. Wastewater disposal is provided by the City <br /> of Stockton. The City of Stockton has stated that six sewer connections are available through the <br /> City of Stockton's Collection System Number 4. <br /> Water System <br /> Development Title Section 9-1120.3 (a) states that subdivisions in an urban community with <br /> parcels less than two (2) acres shall be served by a public water system. California Water <br /> Service provides water service to the area. A "will-serve' letter has been provided by California <br /> Water Service verifying these services are available. <br /> Storm Drainage <br /> Development Title Section 9-1135.3 (a) states that subdivision drainage facilities shall discharge <br /> into a terminal drain, except that an agency retention basin may be an acceptable alternative <br /> where permitted by a Master Plan or Special Purpose Plan. The applicant has provided a "will- <br /> serve" letter dated August 25, 2006 confirming the Department of Transportation will serve the <br /> property for storm drainage services. From the Caltrans culvert, the storm drain water will <br /> terminate at a Caltrans detention basin maintained by Caltrans. The Department of Public Works <br /> has determined that this satisfies the requirement for terminal drainage. However, the <br /> Department of Transportation submitted a referral letter dated February 28, 2007 stating "all <br /> water shall be retained on the applicant's property. The proposed detention ditch must be for <br /> retention, and sized according to City of Stockton standards. Increased runoff to existing State <br /> facilities will not be allowed." The Department of Public Works has stated a requirement of a <br /> retention basin would nullify the "will-serve' letter from Caltrans for storm drainage services. The <br /> applicant will need to clarify storm drainage services prior to the application being referred to the <br /> Planning Commission. <br /> Noise Wall <br /> Development Title Section 9-1025.9 lists the Residential use type as a noise sensitive land use. <br /> Pursuant to Development Title Table 9-1025.9, the maximum allowable noise exposure for the <br /> Residential use type is 65 db Ldn for outdoor activity areas and 45 db Ldn for interior spaces. <br /> Also, Development Title Section 9-1025.9(a)[1] states that noise sensitive uses on infill lots that <br /> will be impacted by existing or planned transportation noise sources shall be required to mitigate <br /> the noise levels from these transportation noise sources so that the resulting noise levels on said <br /> proposed noise sensitive land uses on such infill lots do not exceed the standards specified in <br /> Table 9-1025.9, Part I for interior spaces only. However, there is an existing noise wall along the <br /> westerly boundary of the proposed subdivision that was built by Caltrans. The applicant will need <br /> 2 <br />
