(17.15.090.B.3 & 17.19.070.13) <br /> 10. Tree Size and Staking. Trees used in landscaping the development shall be a <br /> minimum seven (7') foot high, 15-gallon container size, 3/4" caliber (measured at breast <br /> height) and each supported by two 10-foot lodge pole stakes. There shall be no visible <br /> evidence of any disease or harmful insect. The root system shall be free of sucker <br /> growth, cracks, abrasions, and any possible constriction that will have an adverse affect <br /> on the Plant's growth. The nursery stock shall be first class and representative of the <br /> normal species or variety equal to or exceeding the standards of the California <br /> Association of Nurserymen. (City Standard, ST-26) <br /> 11. Parking Lot Surfacing. All parking, loading and access areas shall be surfaced with a <br /> minimum thickness of two inches of asphalt concrete (Type A) over ninety-five (95%) <br /> percent relative-compaction native soil or a minimum thickness of six (6") inches of <br /> Class B Concrete. Such surfacing shall be permanently maintained free of structural <br /> defects. (17.15.090.E) <br /> 12. Parking Lot Striping. All parking spaces shall be striped with 4-inch painted white <br /> lines in a manner clearly showing the layout of the intended parking stalls. Such striping <br /> shall be maintained in a clear and visible condition. (17.15.090.F) <br /> 13. Parking Lot Wheelstops. For parking stalls that abut a landscape planter or a raised <br /> sidewalk less than seven feet wide, or abut a property line, fence or building, a four-foot <br /> concrete wheel stop shall be installed to contain the vehicle in the parking stall. <br /> (17.15.100) <br /> 14. Parking Lot Lighting. The parking area shall provide a minimum lighting level of one <br /> (1) foot candle of maintained illumination on the parking surface during the hours of use <br /> between one-half hour before dusk and one-half hour after dawn. Pole lights shall be a <br /> maximum of sixteen (16') feet in height and their illumination shall be arranged as to <br /> reflect away from adjoining properties and rights-of-way. (17.15.090.G) <br /> S. Project Phasing (CDD, Public Works, Fire, Building, Parks and Recreation): <br /> 1. Construction of all appropriate site improvements and structures of both Phases I and 11 <br /> shall be completed by February 3, 2007. <br /> 2. Phasing of the project shall be permitted and all appropriate site improvements shall be <br /> completed to the satisfaction of the Community Development, Public Works, Fire, <br /> Building, and Parks and Recreation Departments prior to issuance of a certificate of <br /> occupancy for the first building(s). Appropriate site improvements for the project <br /> include: <br /> a. All frontage improvements. <br /> b. All drainage improvements. <br /> c.
