Pervious concrete pavement may be used in the parking lots under the following <br /> conditions: <br /> a. At his own expense, the developer/owner shall hire a soils laboratory to do two soil <br /> borings (one in each parking lot), providing the City with the depth to ground water and <br /> soils analysis for each. In addition, one percolation test shall be done and calculations <br /> provided showing the ability of the parking lot subgrade storage area to percolated the <br /> stored storm water within 48 hours; <br /> b. The developerlowner shall allow the City to take test borings at the end of the first and <br /> second years to evaluate the condition of the porous pavement and the subgrade; <br /> c. At the end of the two years, it the City determines the product is not acceptable, the <br /> developer/owner shall be responsible for overlaying the parking lots with AC and <br /> installation of storm drain conveyance to the percolation basin. <br /> 13. Grant easements to the City for the storm drain line from Moffat Boulevard to the interim <br /> percolation basin and for the percolation basin area allowing Moffat Boulevard frontage <br /> drainage in the basin. <br /> 14. Construct a safety wall per Caltrans Standards along the property line abutting state <br /> Highway Route 99 right-of-way. <br /> 15. Signs and shrubbery shall be located away from the driveway to provide adequate sight <br /> distance onto Moffat Boulevard. <br /> 16. Prior to the issuance of a building permit, the following shall be submitted by the <br /> developer and approved by the Public Works Department: <br /> a. On-site grading and drainage plan; <br /> b. On-site utility (sanitary sewer, water and storm drainage) plans; <br /> C. Off-site improvement plans; <br /> d. Storm Water Pollution Prevention Plan. <br /> Improvement plans and calculations for the improvements specked above shall be <br /> prepared by a registered Civil engineer. <br /> 17. Prior to the issuance of a building permit, the following shall be completed by the <br /> developer: <br /> a. Enter into an agreement with the City to construct the public improvements specified <br /> above. The agreement will be require posting a Performance Bond in the amount of <br /> one-hundred percent (100%) and a Labor-Material Bond in the amount of fifty percent <br /> (50%) of the engineer's estimated cost to construct said public improvements.
