Bases for Zone Reclassification <br /> Development Title Section 9-812.4 states that prior to approving an application for a Zone <br /> Reclassification, the Planning Commission and Board of Supervisors shall determine that <br /> all of the following are true: <br /> a) The proposed zones are consistent with the General Plan, any applicable Master <br /> Plans, and any applicable Specific Plan; <br /> F' <br /> • From C-FS (Freeway Commercial Services) and AG-40 (General Agriculture, <br /> 40-acre minimum)zones to I-W(Warehouse) zone: <br /> The Warehouse (1-W)zone is an implementing zone of the Limited Industrial <br /> (I/L) General Plan land use designation. The zone change to I-W from AG-40 <br /> and C-FS would be consistent with the General Plan, as this portion is <br /> currently designated I/L (Limited Industrial). <br /> • From AG-40 (General Agriculture, 40-acre minimum) to AU-20 (Agriculture- <br /> Urban Reserve, 20-acre minimum): <br /> The Agriculture Urban Reserve, 20-acre minimum (AU-20) zone is an <br /> implementing zone of the Agriculture Urban Reserve (AZUR) General Plan <br /> land use designation. The zone change to AU-20 from AG-40 would be <br /> consistent with the General Plan. <br /> • From C-FS (Freeway Commercial Services) to AU-20 (Agriculture-Urban <br /> Reserve, 20-acre minimum): <br /> The Agriculture Urban Reserve, 20-acre minimum (AU-20) zone is an <br /> implementing zone of the Agriculture Urban Reserve (A/UR) General Plan <br /> land use designation. The zone change to AU-20 from C-FS would be <br /> consistent with the General Plan. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • The proposed Zone Reclassification for the two (2) parcels totaling 286.21- <br /> acres is reasonable and beneficial as the zone reclassification will align the <br /> zoning designations for the parcel with their General Plan land use <br /> designations. The surrounding land uses include the City of Lathrop to the <br /> north, east, and west; and agricultural with scattered residences, and <br /> commercial to the south. <br /> Agricultural Mitigation <br /> This Zone Reclassification application proposes to change the zoning designation of a <br /> portion of the permitted land use from AG-40 (General Agriculture, 40-acre minimum)to I-W <br /> (Warehouse). Pursuant to Development Title Section 9-1080.3(a)(2), a Zone <br /> Reclassification that changes the permitted uses of a parcel from an agricultural to a <br /> nonagricultural use shall require agricultural mitigation. <br /> 2 <br />
