3. Consistency: Final maps, improvement plans and all subsequent development and building <br /> applications within the boundaries of the Tentative Map shall be reviewed by the San Joaquin <br /> County Community Development Department and found consistent with the approved Tentative <br /> Map, including all conditions of approval,the Mountain House Master Plan, Speck Plan III, <br /> Development Title, and all other applicable Community Approvals. <br /> Timing: Prior to approvals and prior to issuance of development permits. <br /> 4. Fees: <br /> General. Development within the project shall be subject to the payment of all applicable and <br /> lawfully enacted County fees, subject to the provisions of the Matthews Land, Inc. Development <br /> Agreement. [Development Agreement Section 2.5.31 <br /> Specific. The applicant shall pay the Affordable Housing Impact Fee in effect at the time of <br /> building permit approval for all subsequent development within Neighborhood D. [Mountain <br /> House Development Title Chapter 9-1270M] <br /> If a Countywide agricultural mitigation fee is established in the future, an agricultural mitigation <br /> fee, based on each agricultural acre converted to an urban use,shall be paid by the developer <br /> to the County as specified in the ordinance. Any lands that have a recorded Final Map prior to <br /> the adoption of an agricultural mitigation fee shall not be subject to the fee. [MHMP <br /> Implementation Measure 3.2.5(a)] <br /> The developer shall pay a Master Speck Plan Cost Reimbursement fee. The fee will be <br /> placed in an interest bearing account managed by the Community Development Department. <br /> Upon recordation of the first Final Map,the fee shall be disbursed to the Mountain House <br /> Master Plan Master Developer(Trimark Communities, LLC).The fee is currently$60,860.48. <br /> (The fee shall be automatically adjusted on July 1 of each year based on the change, if any, in <br /> the Consumer Price Index for Urban Wage Earners and Clerical Workers—All Items, published <br /> by the Bureau of Labor Statistics, U.S. Department of Labor(1967=100).) (Board Resolution R- <br /> 01-787) <br /> The developer shall pay a Specific Plan III Cost Reimbursement fee in an amount to be <br /> described in a future Board of Supervisors resolution, if such resolution is adopted prior to <br /> recording the Final Map. The fee will be placed in an interest bearing account managed by the <br /> Community Development Department. Upon recordation of the first Final Map, the fee shall be <br /> disbursed to the Master Speck Plan II Developer(GNK, LLC). (The fee shall be automatically <br /> adjusted on July 1 of each year based on the change, if any, in the Consumer Price Index for <br /> Urban Wage Earners and Clerical Workers—All Items, published by the Bureau of Labor <br /> Statistics, U.S. Department of Labor(1967=100).) <br /> 5. Final Map Digital File: A digital file of the Final Map shall be submitted to the Community <br /> Development Department. The digital file format shall be consistent with requirements of the <br /> County Assessor and Community Development Department GIS division. <br /> Timing: prior to approval of Final Map(s). <br /> 6. Road Names: All subdivision road names shall be submitted to the Community Development <br /> Department for approval by the Director. Said road names shall comply with the"Standards for <br /> Road Names and Road Name Changes, Public and Private"of San Joaquin County. <br /> [Development Title Section 9-1150.18] <br /> 7. Monitoring Program: The Final Map(s)shall comply with the attached Specific Plan III <br /> Mitigation Monitoring and Reporting Program. <br /> 8.
