9. All reference to approvals herein by the MHCSD shall be interpreted as approval by the <br /> General Manager or his designee except for those approvals specifically delegated by law to <br /> the Board of Directors. <br /> 10. All references to bonding shall mean a bond or any other security acceptable to MHCSD. <br /> 11. All conditions of approval and all applicable impacts and mitigation measures identified in the <br /> SP III plan and SP III EIR are to be met prior to filing of any of the project's Final Maps unless <br /> specifically noted under a condition and shall be in compliance with the MHCSD standards <br /> and specifications and as directed by the MHCSD General Manager. The MHCSD General <br /> Manager may defer a condition if bonding is provided and it can be demonstrated to the <br /> satisfaction of the MHCSD General Manager that it is not required for the phase of Tract <br /> 3506 being developed. <br /> 12. All public lands shown on the tentative map shall be dedicated or offered for dedication to <br /> MHCSD at the time of approval of the Final Map in accordance with the PLEP Ordinance, if <br /> applicable. <br /> 13. All street sections shall meet all applicable State Fire Code requirements as determined by <br /> the MHCSD general Manager. The MHCSD will make its best efforts not to increase the <br /> right-of-way widths as shown on the maps. <br /> 14. Groundwater rights shall be dedicated to the MHCSD upon approval of Final Maps. <br /> 15. Whenever all or any portion of a local or arterial street is constructed,the improvements shall <br /> include the installation of all streetlights.The Neighborhood lighting shall be provided as <br /> required by the MHCSD Design Manual and as directed by the General Manager. <br /> 16. Restricted access shall be shown on the Final Map and shall be in accordance with the <br /> Master Plan, the Design Manual, and the MHCSD's Specifications and as directed by the <br /> General Manager. <br /> 17. Record Drawings shall be provided prior to acceptance of the improvements by the MHCSD. <br /> Record Drawings shall also be provided in digital format consistent with MHCSD File Format. <br /> 18. Final Mao Digital File: A digital file of the Final Map shall be submitted to the MHCSD and <br /> to the Community Development Department. The digital file format shall be consistent with <br /> requirements of the County Assessor and Community Development Department GIS division <br /> and the MHCSD digital file format. Condition shall be met prior to approval of Final Map. <br /> 19. Geotechnical Report: All infrastructure designs shall be shown on the grading and <br /> improvement plans and shall comply with and incorporate the recommendations of the <br /> Geotechnical Engineering Studies. Condition shall be met before approval of Final Map. <br /> 20. Environmental Hazards: Comply with all recommendations of the Environmental Site <br /> Assessment prepared for the project. Condition shall be met prior to beginning any <br /> construction on the related final map. <br /> 21. Agricultural Drainage Improvement Phasing: A Surface and Subsurface Drainage <br /> Facilities Relocation and Improvement Plan for Tract 3506 and adjacent areas shall be <br /> submitted to and approved by BBID and Mountain House Community Services District <br /> (MHCSD) General Manager. The plan shall include but not be limited to the following: <br /> • Phasing for relocation and improvement of surface and subsurface drainage facilities. <br /> • Locations and timing; <br /> • Identification of"dewatering"areas and temporary or permanent methods for the <br /> dewatering system and connections to the storm water collection system as <br /> determined necessary by the plan; <br /> 18 <br />
