C. Construction of neighborhood parks shall begin no later than the time at which 50% of the <br /> dwelling units for Neighborhood A/B (separate from Neighborhood D)or school <br /> attendance area, whichever is sooner, have been issued a building permit. The Park <br /> shall be completed no later than the time at which 80% of dwelling units for the <br /> neighborhood have been issued building permits. Completion time may be modified by <br /> the MHCSD General Manager to reflect construction, weather, budget, or other public <br /> interest contingencies. <br /> D. A formal agreement for joint use of parks and recreation facilities with adjacent K-8 <br /> schools shall be required prior to construction of the park. (Implementation Measure <br /> 7.2.2.3d) <br /> E. Parcel A portion of the A/B Neighborhood Park shall be constructed or bonded for at the <br /> discretion of MHCSD. Timing: construction shall begin prior to issuance of building <br /> permit of the 133rd residential unit and the park shall be completed prior to issuance of <br /> building permit of the 212th residential unit. Completion time may be modified by the <br /> MHCSD General Manager to reflect construction,weather, budget, or other public <br /> interest contingencies. <br /> 93. South Community Park: <br /> A. Community Park land identified within Specific Plan III shall be dedicated to MHCSD on a <br /> minimum of a pro rata basis, as determined by MHCSD, with the applicant to pay fair <br /> share of all park improvements. Timing: prior to approval of first Final Map. <br /> B. The entire South Community Park shall be designed (to a 30% design completion level) <br /> consistent with all Community Approvals including applicable provisions of the Parks, <br /> Recreation and Leisure Pian and the MHCSD Design Manual. The design of the park <br /> shall be reviewed by both the DCRC and MHCSD and approved by the MHCSD. Timing: <br /> condition shall be met prior to issuance of the first building permit within Tract 3506. <br /> C. The MHCSD General Manager may allow the South Community Park to be constructed <br /> in phases to be consistent with usage demand and other public interest considerations. <br /> Final design of the first phase of the South Community Park shall be completed before its <br /> construction. Construction of the first phase of South Community Park shall begin no <br /> later than the time at which 50%of the dwelling units permits for Specific Plan III have <br /> been issued a building permit. The Park shall be completed no later than the time at <br /> which 80% of dwelling units for the Specific Plan III have been issued building permits. <br /> Completion time of park phases and/or the entire park may be modified by the MHCSD <br /> General Manager to reflect construction, weather, budget, or other public interest <br /> contingencies. <br /> D. Parcel B portion of the South Community Park shall be constructed or bonded for on a <br /> fair share basis at the discretion of MHCSD. Timing: Construction shall begin prior to <br /> issuance of building permit of the 133rd residential unit and the park shall be completed <br /> prior to issuance of building permit of the 212`h residential unit. Completion time may be <br /> modified by the MHCSD General Manager to reflect construction, weather, budget, or <br /> other public interest contingencies. <br /> E. A formal agreement for joint use of parks and recreation facilities between the MHCSD <br /> and the Delta Community College District shall be required prior to approval of any <br /> Specific Plan III Tentative Map. If an agreement between MHCSD and the College <br /> District is not finalized by that time, then 7.0 acres will be added to the community park to <br /> result in a park size equal to 38 acres. <br /> 28 <br />
