ENVIRONMENTAL.CHECKLIST - <br /> 4.11 NOISE <br /> As a part of the SPIIIEIR analysis, a noise survey was conducted in May 2004 to document <br /> the ambient noise environment at various locations in the Specific Plan III area. Based on the <br /> measurements taken, average daytime noise levels (in dBA Lam)in the planning area range <br /> from the high 50s dBA to the upper 60s dBA depending primarily on distance from nearby <br /> roadways and shielding of noise by existing structures. Peak or I..noise levels reach <br /> between 76 and 81 dBA and are associated with large trucks and agricultural equipment <br /> passing by(EDAW, 2005b). <br /> SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR <br /> The SPIIIEIR identified four potentially significant noise impacts, and proposed mitigation — <br /> measures that would make all of them less than significant if implemented. One impact <br /> concerns the impact of increased traffic on existing residences along Grant Line Road. The <br /> three potentially significant impacts that would affect the proposed project include the — <br /> following: <br /> Impact 4.13-1: Noise—Generation of Temporary Construction Noise. The <br /> proposed project [Specific Plan III] could result in construction-related noise between — <br /> 9:00 a.m. and 6:00 p.m. that could exceed applicable County noise standards at <br /> nearby existing and proposed residential land uses. A significant impact could occur. <br /> Impact 4.13-2: Noise—Generation of New Stationary-Source Noise. The <br /> proposed project would result in new stationary-source noise (specifically, noise from <br /> commercial/office/industrial uses and landscape maintenance)that could exceed — <br /> applicable County noise standards at existing and proposed nearby noise-sensitive <br /> land uses. A significant impact could occur. <br /> Impact 4.134: Noise--Compatibility of Proposed Land Uses Exceeding <br /> Predicted Noise Levels. The proposed project would result in the development of <br /> noise-sensitive land uses(residential)in an area where predicted noise levels would — <br /> exceed land use compatibility noise standards established by the San Joaquin County <br /> General Plan 2010 and MHMP. A significant impact would occur. <br /> MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR <br /> In part, SPIIIEIR Mitigation Measure 4.13-1 requires developers to: <br /> • Limit project construction activities to the hours between 6:00 a.m. and 9:00 p.m. <br /> • Equip all construction vehicles or equipment, fixed or mobile, with properly operating <br /> and maintained mufflers and acoustical shrouds. <br /> • Arrange all construction equipment and truck routes to minimize travel adjacent to <br /> occupied residences. <br /> • Locate stationary construction equipment and staging areas as far as possible from — <br /> sensitive receptors such as residences. Temporary acoustic barriers may be installed <br /> around stationary equipment, if necessary. <br /> 4-56 <br />
