LMOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST
4.11 No[sE
L
` Implementation of the above mitigation measure would reduce temporary construction-
related noise impacts on sensitive receptors to a less-than-signifleant level.
SPHIEIR Mitigation Measure 4.13-2 requires that the commercial/office and limited
industrial buildings on the east side of the proposed project and in the Mountain House
Business Park to the south of the proposed project be designed to ensure that noise from
` outdoor equipment does not exceed 55 dBA Leq during daytime hours (7:00 a.m. to 10:00
p.m.) or 50 dBA Lq during nighttime hours(10:00 p.m. to 7:00 a.m.) at off-site noise-
sensitive receptors(i.e.,residences and schools). In addition, design and operation of loading
docks shall minimize noise from adversely affecting off-site noise-sensitive land uses. Noise
studies shall be conducted to ensure that acceptable noise levels are not exceeded.
With regard to landscape maintenance, SPIIIEIR Mitigation Measure 4.13-2 requires that
equipment be equipped with properly operating exhaust mufflers and engine shrouds and, for
maintenance within 320 feet of noise-sensitive land uses, operation of equipment shall be
limited to the hours from 7:00 a.m. to 10:00 p.m.
Implementation of the above mitigation measure would reduce new stationary source noise
impacts to a less-than-significant level.
r
SPIIIEIR Mitigation Measure 4.13-4 (MM 4.13-4)requires construction of sound barriers
(walls or berms)along seven segments of arterial streets(identified in Table 4.13-11 of the
SPLIIEIR)to attenuate traffic noise. One segment is along Grant Line Road between Central
Parkway and"C"Drive, and another is along the south side of Grant Line Road between "C"
Drive (as shown on the Tentative Map for the proposed project (Associated Engineering,
6' 2006]), and DeAnza Boulevard. MM 4.13-4 also requires that sound barriers be constructed
along the north side of Interstate 205 when acoustical monitoring indicates noise levels from
freeway traffic are greater than the applicable noise thresholds at residential neighborhoods,
6. the community park, the community college, and at limited industrial sites.
MM 4.13-4 also requires individual projects that do not comply with interior noise standards
included in the San Joaquin County Development Title guidelines(Table 4.13-3) to use
mitigation measures, such as dual-pane windows and exterior wall insulation,to reduce
interior noise exposure to 45 dBA Ldn/CNEL. These features are common for current
residential construction in California.
Where individual projects do not comply with exterior noise standards of the San Joaquin
6. Development Title(Table 4.13-3), MM 4.13-4 requires that mitigation measures, such as use
of noise barriers and setbacks between noise sources and sensitive receptors,be implemented
i
to minimize exterior noise levels.
`
Implementation of MM 4.13-4 would reduce traffic, agricultural activity, and industrial and
commercial noise impacts on residents in the proposed project to a less-than-significant
Llevels.
4-57
L
