MHCSD has agreements with the Tracy Rural Fire <br /> Protection District regarding funding for additional staffing and facilities as population <br /> increases in the MHMP area(EDAW, 2005b). <br /> ` Standards of service, established by the South County Fire Authority, are based on response <br /> times rather than staff-per-population basis. The response-time goal for the project site is <br /> five minutes 50 percent of the time. With the new fire station in the Mountain House <br /> Community, this goal will be achieved at the project site. <br /> The commercial, office and industrial buildings on the cast side of the proposed project could <br /> be as tall as three stories (EDAW, 2005a, Table 3-11). All these buildings will be equipped <br /> with automatic fire suppression sprinkler and internal standpipe systems as required by the <br /> LCalifornia Fire Code and the Uniform Building Code. <br /> Given compliance with the agreement between MHCSD and the Tracy Rural Fire Protection <br /> District, the proposed project would not interfere with established emergency response plans. <br /> Therefore, the proposed project would result in a less-than-significant impact on fire <br /> protection services for the Mountain House Community. <br /> ` Mitigation Measures <br /> No mitigation measures are required. <br /> L Police protection? <br /> The proposed project would generate an incremental increase in demand for police-protection <br /> services and facilities. The proposed project would consist of 255 R/L, 31 R/M dwelling <br /> units, and 29 second dwelling units(Associated Engineering, 2006). Assuming each <br /> secondary unit would house only one person,the proposed project is expected to house <br /> approximately 909 residents at build out. (255 R/L units at 3.12 residents per dwelling unit+ <br /> 31 R/M units at 2.7 residents per dwelling unit+29 secondary units at one resident per <br /> dwelling unit=909 residents.) Based on the San Joaquin County standard of 1.5 officers per <br /> ` 1,000 residents to achieve the urban level of service desired for the Mountain House <br /> Community, the proposed project would generate demand for a minimum of 1.4 additional <br /> officers at buildout. <br /> A staffing agreement between MHCSD and the County Sheriff requires that the MHCSD and <br /> the County Sheriff begin negotiations regarding provision of an urban level of service no <br /> later than the issuance of the first residential building permit within the boundaries of the <br /> MHCSD service area. The County Sheriff has indicated that training for new officers must <br /> begin six months in advance of the time when officers would be available to serve the <br /> Mountain House Community. The General Manager of MHCSD indicated that the <br /> negotiation process has started(EDAW,2005b). Given the existing staffing contract <br /> between MHCSD and the County Sheriff, it is anticipated that officers and facilities would be <br /> ` readily available to serve the proposed project by the time any of the proposed dwelling units <br /> are occupied. <br /> 4-67 <br /> 6 <br />
