I
Where the soundwall 'Nould exceed this height standard, berms shall be used to reduce the
overall soundwall heicht to said limit. Where any openings in the soundwali are proposed for
pedestrian access, 'return"walls shall be provided at the openings. These return walls shall
continue along the depths of the adjoining residential yards and shall extend no less than to
the rear yard setback. (This return wall requirement does not apply to"side on"lot
conditions.) With respect to these return walls, CDD may allow the soundwall to be
increased a maximum of one additional foot on the street side of the local road or collector
street to compensate for varying pad height and berming on the adjacent arterial roadways.
Entry walls into the neighborhood may be increased more than the additional one foot,
subject to CDD approval. The proposed soundwall (or portion thereof)along theses roads
may be constructed to a height that is less than the height standard specified, subject to
confirmation of a noise study prepared by a noise consultant approved by CDD and MHCHD.
[Implementation Measure 4.2.8.3.d]
Timing: Design subm'tted with Improvement Plans and constructed as part of Final Map
31. Increase Traffic Noise: Before occupancy of the first residence at College Park, a noise
barrier shall be constructed by the College Park developers between the five existing
residences located on the north side of Grant Line Road between Central Parkway and the
Alameda County line (Receptor 14 in Figure 4.13-2 of the College Park Final EIR) and the
northern travel lane of Grant Line Road. The noise barriers may consist of a wall, berm, or
combination thereof. The exact location, height, and character of the noise barrier shall be
determined by a noise consultant approved by the County. The sound barrier shall reduce
outdoor noise levels at the center of the front yards of the five existing residences to below 65
dBA Ldr/CNEL. If Grant Line Road is widened at this location subsequent to construction of
the sound barrier but before removal of the five residences under Specific Plan Il, the sound
barrier shall be relocated, as required. If the five existing residences are removed under
Specific Plan II before occupancy of the first residence under the College Park project, this
mitigation measure shall not require implementation. This mitigation shall be funded through
fair-share payments by the College Park developers. [MM 4.13-31
Timing: Design submitted with Improvement Plans for first Final Map and compliance verified
prior to the issuance of building permits.
32. Outdoor Noise Levels: Best available noise reduction measures shall be implemented by
the applicant to reduce noise levels in primary outdoor use areas (backyards)of new
residential development to an Ldn of 60 dB. The subdivider shall specify what reasonable
measures have been taken in this regard. Where it is not possible to reduce noise levels to
this level using practical application of the best available noise reduction measures, an
exterior noise level of up to 65 db may be allowed. [Master Plan Policy 11.3.1 (e)and
Specific Plan III Implementation Measure 11.2.3 (b).] In the case that noise levels cannot be
reduced to the design noise level of 60 dB, the applicant must provide notice via a note on
the deed of each lot stating that exterior noise levels may exceed 60 dB.
Timing: Inclusion of note on the Final Map approved by CDD prior to Final Map approval, and
inclusion of note on deed prior to issuance of building permits.
33. Noise Study: A noise study shall be prepared where the exterior noise level is predicted to
exceed 60 dB Ldn. Said noise study shall identify specific noise-reducing barriers, taking into
account the final design and grading of the subdivision, sufficient to meet the needed
mitigation for noise generated from arterial roadways. [Specific Plan III Implementation
Measure 11.2.3 (d).]
Timing: Noise study submitted prior to approval of the first Final Map.
34. Airport Noise: The applicant shall provide a disclosure by deed notice that property within
the Byron Airport overflight zone is located in an area that may be subject to aircraft flyover
6
