16 <br /> U <br /> Rick Griffin 2 <br /> Community Development Department <br /> PA-1000008 <br /> RECOMMENDATIONS: <br /> 1. A Parcel Map is required. (Development Title Section 9-915.2) <br /> 2. Remainder shall be designated as "Designated Remainder" on Parcel Map. (Subdivision Map Act Section <br /> 66445) <br /> 3. An Irrevocable Offer and Agreement to Dedicate Road to result in an 42-foot wide right-of-way from the <br /> centerline of Jack Tone Road to the property line shall be required across the frontage of Parcel 1. The <br /> Irrevocable Offer of Dedication shall be made on the Parcel Map. (Development Title Section 9-1150.5) <br /> 4. All easements of record shall be shown on the Parcel Map. (Development Title Section 9-910.20) <br /> 5. A twenty-five foot(25')wide proposed private access and public utility easement shall be provided for the <br /> benefit of Parcels 2 and 3.The requirement for these easements shall be noticed by a statement on the Parcel <br /> Map and by a recorded Notice of Minor Subdivision Restriction. The statement shall read as follows: <br /> We also hereby make an irrevocable offer to provide a twenty-five foot wide private access and public <br /> utility easement across Parcel 1 and the designated remainder for the benefit of Parcel 2 and Parcel 3, <br /> upon conveyance of Parcel 1 and/or the designated remainder to another party. Said easements are not <br /> created by this map. <br /> 6. A covenant to grant a perpetual exclusive easement for maintenance and construction along Mosher Creek <br /> shall be recorded prior to approval of the parcel map. The perpetual exclusive easement shall be no less <br /> than fifty feet(50) in width measured perpendicularly outward from the centerline of Mosher Creek towards <br /> the left and right banks,between the west property line of Parcel 1 and the east property line of Parcel 3. <br /> Informational Notes: <br /> (i.) Any construction activity that results in the disturbance of at least one(1)acre of soil shall require a State <br /> NPDES construction permit. Dischargers whose projects disturb 1 or more acres of soil or whose projects <br /> disturb less than 1 acres, are required to obtain coverage under the General Permit for Discharges of <br /> Storm Water Associated with Construction Activity(Construction General Permit, 99-08DWQ) <br /> (www.swreb.ca.gov/stormwtr/gen_const.html#const_permit). Construction activity subject to this permit <br /> includes clearing, grading and disturbances to the ground such as stockpiling, or excavation,but does not <br /> include regular maintenance activities performed to restore the original line, grade, or capacity of the <br /> facility. <br /> (ii.) All future building permits for projects located within a Special Flood Hazard Area at the time of permit <br /> issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9,Chapter 9-1605) <br /> and all requirements of the State of California(CCR Title 23)that are in force at the time of permit <br /> issuance.
