I. Roadway and roadside drainage within the roadway right-of-way will be permitted to be discharged <br /> to the existing drainage swale running through the property. The drainage swale shall be cleaned <br /> and improved. A drainage study shall be performed to determine the upstream project site and <br /> downstream flow characteristics. Drainage from the project shall be limited to predevelopment flow <br /> rates. (Development Title Section 9-1135.9) <br /> m. Street lighting shall be provided at the intersection of the new roadway and Jahant Road,at the <br /> intersection of the new roadway and Brittany Lane, and at the end of the turnaround. (Development <br /> Title Section 9-1150.11) <br /> n. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax rolls, or up to <br /> an 18-month period, as the case may be. (Subdivision Map Act Section 66493) <br /> o. The property shall transfer to a zone within County Service Area No. 49 prior to recording the Final <br /> Map to provide for the operation, maintenance, and improvement of street lighting facilities. The <br /> applicant shall complete the Proposition 218 process for street lighting and pay a fair share to the <br /> County. The development will receive services conditional upon completion of all necessary facilities <br /> and passage of the Proposition 218 vote. A new assessment for the zone shall be approved by the <br /> property owners prior to recording the Final Map. The assessment for the new zone shall be based <br /> on the cost for maintenance, operation, system improvements, and any replacement program of <br /> facilities within CSA 49. The applicant shall pay for the cost to process the transfer and assessment <br /> for the new zone. In addition, the applicant shall pay for the maintenance and operation of the <br /> system from the time the facilities are accepted by the District until the transferred area is placed on <br /> the assessment role of the District. An Irrevocable Offer of Dedication and a Secured Deferred Frontage Improvement Agreement shall <br /> be placed across Lots 3 and 4 of the proposed subdivision. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> NOTE: On a Rural Residential roadway, an A.C. dike shall be prohibited, and the shoulder width shall be <br /> six feet wide. <br /> 4. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina,468-3455) <br /> a. The Environmental Health Department requires a soil suitability/nitrate loading study which indicates <br /> that the area is suitable for septic tank usage. This must be performed prior to Parcel/Final Map <br /> approval (Development Title Section 9-1105.2[d]). A review fee of$465.00 must be paid at the time <br /> of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel. A permit fee of$93.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane(DBCP)and <br /> nitrates prior to recordation of the Parcel/Final Map.
