The farm building complex was
also constructed in 2008. Prior use of the Property appears to have been to raise
row or grain crops. Agricultural chemicals including pesticides and herbicides,
are periodically applied to the orchard trees. Personnel who are trained to
perform this work in accordance with regulations and manufacturers guidelines
perform the application. Pesticide use reports are filed with the County
Agricultural Commission. Copies of use reports for the past three years were
requested on January 15, 2009. The Commission provided nine use reports on
February 9. The reports indicate that licensed crop dusting contractor has
applied agricultural chemicals and the application has been within accepted
guidelines.
Irrigation water is provided by the Banta-Carbona Irrigation District, which
maintains a canal that forms the north boundary of the Property. Water
pumped from the canal is filtered and pre-treated at a pump station located at
the building complex. Two large, aboveground poly tanks are used to pre-treat
irrigation water delivered to the orchard. Filtered and treated irrigation water
appears to also be used for some domestic uses. Ti_i Fr" wd_ _r'1__4
There are several pole-mounted utility transformers on the Property associated
with water pumps adjacent to the irrigation sump pond near the northeast
corner of the Property. The transformers are unlikely to contain PCB-based
dielectric oil, although laboratory testing would be needed to confirm this. There
is no oil staining or other evidence to suggest that a transformer has leaked oil
that impacted the Property. There are no fuel storage tanks on the Property,
nor is there record of past use of such tanks.
The building site includes an employee-occupied mobile home and a storage
building for farm machinery such as tractors and a sprayer. Located near the
northeast corner of the building complex is a lockable cargo container. This is
used to store small containers of agricultural chemicals including pesticides and
herbicides. There was no staining or odor in the area of the cargo container to
2937 Veneman Ave.,#B240 Geo-Phase Environmental Inc. Phone: (209)569-0293
Modesto, CA 95356 Fax: (209)569-0295
