Chapter Three.Le rid Use contains information related to the integration of land use and circulation, Chapter Teri;Air Quality and Trattspoi#atian Management,discusses provisions for transportation demand management. 9.2 TRIGGER PQINTS ANO FAIR SHARE Master Plan Summary The Marler Plan a0ripates the need for 8 multi-year roadway improvement plan and establishes"trigger paints"when specific transporWVarn improvements are required to be in place,based on the number of building permltz issued for new residences. Trigger points are tied to projected residential development or othar polnts of deuelopmerrl as approprisle and are intended to serve as a fleadble planning tool that will accommodate unpredicted changes in the future. Monitoring is tied to such faakars as current LOS, review of planned improvements,anti participation of Cal Trans. Plan Description The MHCSO Transportation Improvement Fee and the Sari Joaqulr�County Tra fic Impact MKJSg hien Fee have already Ident"rfied the major Improvements,costs and fair share obligatlons for 0 major transportation fad ities far SPI l_ As a supplement to these addpbod programs,the MHCSO has performed an addilion at traffic study as part of SPI I which confirms the adequacy c f these improvement programs and funding mechanisrns. The MHCSD Traffic Study fufVer confirmed which components of the community build-out system are likely to be❑ompleted as part of the implementation of SPiI, as depicted an Figure 9.1.
