e. Bicycle racks shall be provided for both public and private facilities. <br /> 2.2.5 Architecture <br /> Design treatment shall be as described in detail in the MHCSD Neighborhood I & J <br /> Design Manual. Building architecture and design shall comply with the following: <br /> a. Buildings shall reflect the common theme established for the use, compatible with <br /> surrounding commercial and residential uses. <br /> b. Building details shall emphasize gabled roofs, overhangs, entries, articulation of <br /> building facades, windows, trellises, arbors and other human-scale elements <br /> consistent with the Design Guidelines. <br /> C, Building orientation, street trees and interior landscaping setbacks will allow for <br /> proper access for both passive solar heating and cooling opportunities <br /> associated with prevailing breezes. Building materials and energy conserving <br /> methods are encouraged for the design of the building such as dual pane <br /> windows and shading devices. Minimum requirements for design shall meet or <br /> exceed current Title 24 energy standards. <br /> 2.2.6 Landscaping <br /> a. Landscaping shall utilize the designated plant palette for shade trees and <br /> flowering accent trees per the MHCSD Neighborhood I and J Design Manual and <br /> MHCSD Roadway Landscape Plan as applicable. See 2.3 Great Valley Parkway <br /> and 2.4 Central Parkway. <br /> b. Entries and intersections shall utilize flowering accent plant material and shall be <br /> consistent with the MHCSD Neighborhood I and J Design Manual. <br /> c. Streets and walkways shall be accentuated with shade trees. <br /> d. Trellises, arbors, fountains, special paving or other elements may be used to <br /> enhance the pedestrian environment and reinforce the common theme. <br /> e. Landscaping within the parking area shall provide shade trees in numbers that <br /> meet or exceed the standard specified in County Development Title, Section 9- <br /> 1020.5 (b). <br /> f. Parking area landscaping shall meet or exceed the minimum standards specified <br /> in the Mountain House Development Title, Chapter 9-1020M, and County <br /> Development Title Chapter 9-1020. <br /> 2.2.7 Signage <br /> The NIJCR Signage Guidelines attached to and made a part of this Special Purpose Plan <br /> shall be applied. Specific standards regarding design, location and number of signage, <br /> and allowed typical construction details in said guidelines shall be followed. A Master <br /> Sign program for each C-R site development shall be submitted to the DRC for review of <br /> design consistency of the NIJCR Signage guidelines prior to any issuance of signage <br /> permits. <br /> 2.2.8 Lighting <br /> a. Lighting fixtures for the C-R amenity sites shall be consistent with the MHCSD <br /> Neighborhood I and J Design Manual. [Master Plan 4.2.4] <br /> b. Pedestrial scale fixtures for walkway lighting, plaza and entry courts, building <br /> entry, or other accent lighting shall be provided. <br /> C. Building accent up-lighting is allowed. <br /> d. Parking lot lighting shall be designed to minimize the height of poles and to <br /> minimize glare on adjacent properties.
