Landscaping shall utilize the designated plant palette for shade trees and <br /> flowering accent trees per the MHCSD Neighborhood I & J Design Manual. <br /> b. Entries and intersections shall utilize flowering accent plant material and shall be <br /> consistent with the MHCSD Neighborhood I & J Design Manual. <br /> G. Trellises, arbors, fountains, special paving or other elements may be used to <br /> enhance the pedestrian environment and reinforce the Neighborhood I & J <br /> theme. <br /> 2.4 CENTRAL PARKWAY <br /> The section of Central Parkway adjacent to the Mountain House Community Public Golf Course <br /> including community entry, walls and other arterial streetscape features shall be arranged to <br /> reinforce the visual exposure to golf. The visual exposure shall take advantage of the golf <br /> corridor south of Central Parkway, by providing long and short views to the golf course fairway <br /> and greens. <br /> 2.4.1 Landscaping <br /> a. Landscaping shall utilize the designated plant palette for shade trees and <br /> flowering accent trees per the MHCSD Neighborhood I & J Design Manual and <br /> MHCSD Roadway Landscape Plan as applicable. <br /> b. Entries and intersections shall utilize flowering accent plant material and shall be <br /> consistent with the MHCSD Neighborhood I &J Design Manual. <br /> C. Streets and walkways shall be flanked by shade trees. <br /> d. Trellises, arbors, fountains, special paving or other elements may be used to <br /> enhance the pedestrian environment and reinforce the neighborhood theme. <br /> SECTION THREE: IMPLEMENTATION <br /> As specified under the following topics, certain actions need to be taken to ensure that future <br /> development within the NIJCR occurs as envisioned in this Special Purpose Plan. <br /> 3.1 Land Uses within the Special Purpose Plan Boundaries <br /> Land uses that are permitted in the NIJCR shall be as specified by the Mountain House <br /> Development Title and as modified by this Special Purpose Plan. <br /> 3.2 Development Permit Applications <br /> An Improvement Plan shall be used in lieu of a discretionary permit application (i.e. Use <br /> Permit or Site Approval)for land uses proposed for the NIJCR, provided the provisions of <br /> this Special Purpose Plan, the Master Plan, Specific Plan II, and other Community <br /> approvals are met and there are no unresolved planning issues. For additional process <br /> of Development and Design Review, refer to the MHCSD Design Manual, Chapter 2. <br /> 3.3 Changes Not Requiring a Special Purpose Plan Amendment <br /> Minor modifications to this Special Purpose Plan may be permitted by the Community <br /> Development Director without a formal Special Purpose Plan Amendment, provided they <br /> do not violate or adversely impact other elements of the Special Purpose Plan. Minor <br /> modifications shall include, but shall not be limited to, the following: <br /> a. Revisions to programmed square foot size of Architectural Elements part of 1.3, <br /> Section B <br /> b. Substitution of Architectural materials and finishes that are consistent with MH <br /> Neighborhood I &J Design Manual <br /> C. Landscape Changes <br /> 6 <br />
